The U.S. Coast Guard Auxiliary can help answer that question with its upcoming boating safety class, Suddenly in Command. Suddenly in Command is a free, three-hour class offered to assist boat occupants who are not normally at the helm (including spouses, children or others aboard) who may find themselves suddenly in com- mand if the operator becomes ill, gets injured, falls overboard or has to attend to some other emergency and is unable to operate the vessel. The purpose of this short course is to familiarize the stu- dent with essential safety infor- mation so they can assess and stabilize the situation, operate the vessel and summon any required assistance. Participants will learn about their vessel, including nomen- clature and basic operating principles as simple as starting the engine. Also included are descrip- tions of what causes boating mishaps, how to minimize them and what equipment should be on board. Misfortune occurs in sec- onds and preparation is key to reduce dangerous risks. Basketball programs will run through the month of August at the Newport Recreation Center. The Summer Basketball Camp will be run by Coach Doug Sain and his Newport High School staff and players. The aim of the camp is to teach players the fundamentals skills of shooting, ball han- dling, defense and coordination through drills and game situa- tions. The camp will be held Aug. 22 to 26 at the Newport Recreation Center. Youth ages 5 through 9 will be from 9 a.m. to 11:30 a.m.; ages 10 through 14 will be from 2 to 3:30 p.m. The camp fee is $50 per child and includes a T-shirt. Registration deadline is High school baseball rules will now require a pitching restriction policy based on the number of pitches thrown in a game. The revised pitching policy in Rule 6-2-6 was one of six rules changes approved by the National Federation of State High School Associations (NFHS) Baseball Rules Committee at its June 5-7 meeting in Indianapolis. The rules changes were sub- sequently approved by the NFHS Board of Directors. Each NFHS member state association will be required to develop its own pitching restriction policy based on the number of pitches thrown dur- ing a game to afford pitchers a required rest period between pitching appearances. “We’re pleased that the rules committee worked in conjunc- tion with the NFHS Sports Medicine Advisory Committee to find an acceptable and rea- sonable modification to this rule in order to emphasize the risk that occurs when pitchers overuse their throwing arm,” said Elliot Hopkins, NFHS director of sports and student services and staff liaison for baseball. The Baseball Rules Committee also revised Rule 2- 32-2 regarding sliding into home plate. The revised lan- guage states: “At home plate, it is permissible for the slider’s momentum to carry him through the plate in the base- line extended.” The committee altered this rule since the physical design of home plate makes it difficult for a runner to break momen- tum on a slide, as opposed to the other three bases, which are elevated. The committee also revised Saturday, Aug. 20. There will also be a British Basketball Clinic Aug 8-10 at the Newport Recreation Center. British development coach Steve Pearl will travel to the Central Coast to run a clinic for ages 5 through 14. Coach Pearl will bring his girl players with him to act as assistant coaches. Pearl’s teams are having an outstanding sea- son in the English National League. They are unbeaten in Your Local Contractor for all jobs big or small Rule 3-3-1, which states the umpire has the ability to give three warnings to a coach or player before he or she is removed from the game. “Officials now have the opportunity to provide a tiered warning system for coaches or players,” Hopkins said. “It pro- vides the coaches or players with a teachable moment to change their unsportsmanlike behavior in order to stay in the game.” A new article 6 was added to Rule 8-3 to provide a rules ref- erence for an existing ruling in the Baseball Case Book. The new article reads: “When a plate umpire hinders, impedes or prevents a catcher’s throw attempting to prevent a stolen base or retire a runner on a pickoff play, if an out is not made at the end of the catcher’s initial throw, the ball shall be dead and all runners shall return to the bases occupied at the time of the interference.” The rules committee also approved an addition to Rule 8- 4-2, which states that any run- ner is out when he is physically assisted by a coach. This rule change supports a revision in Rule 3-2-2 Penalty, which states that the runner shall be called out immediately when he is physically assisted by a coach. A complete listing of the baseball rules changes will be available on the NFHS website at www.nfhs.org. Click on “Activities & Sports” at the top of the home page, and select “Baseball.” According to the 2015-16 NFHS High School Athletics Participation Survey, there are 486,567 boys participating in baseball at 15,899 schools across the country. “Th ank you for your patience as I deal with some health and spiritual issues.
