He claims that he has discovered a process of practically restoring life to human beings technically dead. He. in BJrts a hollow needle into the spin al column and drains out the effete fluid which is the first cause of death. Then another fluid made of living cells from animals is Injected acting as an elixir of life. He has notified the Journal and American society of animal tlierapautics that he is ready to demonstrate his theory. He will ask peimission to experiment on paupers and criminals. He names t vo assistants as witnesses of the iaot that he has restored life to a de.id cat previously strangled and to a goat that had been poisoned. Prestige and Qood Will. ' Selling goods is not the only p irpose of advertising. Tl e e solidary purpose says the Medi cal and Drug Advertiser is the builling up of prestige. In some cases the actual sales are second ary. If the prestige created by ad vertising is the right sort there is little nel to worrv about sales Some advertisers use space merely to build up the firm iiame, letting the Bales take cars of themselves These firm? are usually veiy jeal ous of their good name. ' They never draw upon it but kerp it as a sort of reserve capital that pays interest. To realize upon this prestige by selling inferior goods is to draw upon it heavily, if not to kill it.- Some enterprises are so well' capitalized with popular approval that they run years after ihe prestige lias been drawn upon. It is sai I of an old remedy that it "was so well founded that it ran ten years after everyone connected with it who had brains was dead -This is the kind of prestige that advertising will create when it is properly used, and the kind that makes it the most profitable. Lookinf For Boys. The London Free Press strikes the nail on the hoad in the following: '.When we see the boys on the street and public places we often wonder if they know that the business men are watching them. In eveiy 'bank, store or office there will soon be a place for a boy to fill. Those who have the management of the affairs of the business will select a boy in 'whom they have confidence. When they select one of the boys they will not select him for ' his ability to use slang, swear, smoke cigarettes, or tap 'a beer keg, Theaa men liav a few of these habits themselves, but they ore looking for boys' Who are as near gentlemen in every sense of the word ;s they can, and they -are able to give the character of every1 boy in the city. They arc not looking for rowd ies and when a boy applies for one of those places and is refused they may liot tell him the reason why they do no', want him, but the boy can de pend upon it he has been rated ac cording to his behavoir. Boys can 'not afford to adopt the habits and 'conversation of loafers and rowdies if "ever they want to be called to respon sible positions. New Stock Law. Representative J. A. Burleigh, at the request of a great many sto:k men and homestead settlers throughout the county, haB pre pared a following bill to b,e intro duced in the coming session of the l'gislature,. ..BurJeigK thinks that t is measure will cover the case an I do justice to all parties con cerned. AN ACT. To regulate the herding and gr izing of stock upon the ranges of this state and to provide a pen alty for violations hereof. Be it enacted by the people of the state of Oregon; Suction 1. That it rdiall be un lawful for any person owning or having charge of ary sheep to herd the same or permit tlv.-ni to be herd ed on the lands or possessing claims of other persons, or to herd the same or permit them to graze upon unappropriated land within o le mile of the dwelling house of the owner or owners of such land or possessing claim, or within one half mile of the boundary line of such land or possessing claim. Suction 2. That the owner or agent ofsuch owneof sheep violating t ie provisions of the preceeding sec tion, on complaint of the party or p trties injured before any justice of the Pace for the precinct where either of the interested parties may r side, is liable to the injured for a I damages sustained; and if the tr sspass be repeated, is liable to t ie party injured for the second a id every subsequent offense in double the amonnt of damages sustained. Section 3. That when the owner or. agent of such owner of sheep found trespassing upon the land or possessory claims of another, or within one mile of the dwelling of the claimant or occupant of such possessory claim, or within one half mile of the boundary line thereof, is unknown to the party injured by such tresspass, all sheep so tresspassing may be treated as es trays. Section 4. That it shall be un lawful for any person not a resi dent of this state owning or having Charge of sheep, cattle or horses to herd thorn, or permit them to be herded, or permit them to graze upon any of the unoccupied lands "within this state without first ob taining from the county clerk of the county in which it iis proposed to herd oa graze such stock, a per mit to herd or graze such stock--Section 5. That it shall be un lawful lor any person who is a resident of this state owning or having charge o't any sheep, cattle or horses, to herd them, or permit them to be herded, or permit them to graze upo.i any of the unoccu pied lands of this state, except upon unoccupiel lands lying within th i county in which the owner of such stock rest les, with out first obtaining from the county clerk of tin county in which it is proposed to herd or graze such stock a permit to herd or graze such stock within that county. Section 6. That the permit required by this act shall be is sued by th) County Clerks of the various counties of this state when the party desiring such permit shall present to such county clerk his sworn itatement of the kind and number of such stock intended to be ranged or herded in such county together with a certificate from the stock inspector from any county in this state showing that such stock has been examined by said inspector, Within three months of the date of application, of such p ?rmit, and that such stock is free from all infectious and contageous diajases, and by paying the fee re quired by this act. Section 7j That each applicant for a1 permit as required by this act shall pay to-the clerk issuing the same tlie'ioUo'wing foe; to-wit: For sheep 20 cental per head for each and every lieatt permitted;; for. horses and cattle t.1.00 -perl. head for ea.ih alid every head per-jj milieu. And such 'permit shall specify ihe -ameunt paid therefore and the tonmber and kind of Block permit ted thereby, and no permit shall granted for a longer time than the 31st day of December following the date thereof. Section 8. That the county clerks of the several counties of this state shall keep a record, in,. w;hich they shall enter at the time, any.permit that is issued, the name, and post office address of the person to whom it is issued, the number and kind of stock permitted thereby, and the amount received therefore. Each clerk shall pay over to the county treasurer at the end of each month the amount of fees received during the month for such permits, taking his receipt therefore in du plicate. Section 9. That any person violating any of the provisions of this act shall he guilty of a mis demeanor and upon conviction shall lie fined in a sum not less than $250 nor more than f 1,000, or by imprisonment in the county jail not less than three months nor more than one year. Section 10. That anv sheep cattle or horses found running at large in any county of this state in which the owner does not reside and no permit has been issued therefore such stock shall be treat ed as estrays, and it is made the duty of the stock inspector of such county to take up, advertise and sell such stock in the manner pro vided by the law for the sale of estrays.
