London, Dec. 15. A monster meet ing of sympathisers with the Pope wss beld last eveniog. Speeches were made and resolutions adopted. The opinion is strongly expressed tbat Gieat Britain should defend tbe in terests of Catholic subjects,' now me naced at Rome. London, Dec. 1$ Tardien tele graphs ou tbe IStb : The Papal envoy, Mr. Koitman, arrived at Versailles on tbe 1 2 1 b , with important despatches from tbe Pope to Bismarck and the King. It is certain the King has prom ised tbe Pope to restore bim to his temporal power? as soon as tbe present war ends. The official journal states tbat the Kiag has also determined to restore Napoleon. London, Dec. 16. A dispatch, da ted Margency, the 1 4th , says, the bom bardment of Paris is not expected for ten days. It is said Thiers, while at St. Peters burg, before proceeding to Versailles, intended to have proposed an abandon ment oC Connt Bismarck's demand tor Alsace, and tbe substitution themfor of the annexation of Belgium snd Holland to Prussia ; but it was unfa vorably received by tbe Prussian au thorities ; and he abandoned tbe at tempt at negotiation. Brussels, Dec. 15. A Herald special says a report prevails bere tbat Mont medy has not capitulated, but on tbe contrary, the Prussians were repulsed with heavy loss of killed and wounded. Loodoa, Dec. 15. Proofs of tbe Prussian scheme for restoration of tbe 'French empire come from every quar tea. Bismarck says this is tbe only way tbe war can end Tbat the repub lican French will fight for ever, and that the fall of Paris can produce no effect, and that tbe only course is to make terms with the empire, go home, and leave tbe French to fight it oat be tween themselves. Bordeaux, Dec. 16 The Sub Pre fect of Havre, in a report received bere, denies having sent a dispatch announc ing a French victory at Paris. He maintains, however, that there is a creneral and precipitate retreat of Prussians in Northern France. The forces of Gen. Faitber continued to operate successfully, and tbe Prussian attacks upon Gen. Chaucey's lines were repulsed, with loss to tbe assail ants. Reports by a balloon, which landed at HooSeur, were not received at Bor deaux, but a dispatch from tbe aero naut says be has (food oews from Paris. London, Dec. 16. At a meeting yes terday, the Cabinet considered tbe Luxemburg question, and came to the conclusion not to take any steps to prevent Prussia from occupying thai territory, but reserving for farther consideration the steps to be taken in case of forcible annexation. It is ex pected that Prussia will take Luxem burg and Holland, instead of Alsace and Lorraine, and that the war will end with a restoration of such. Versailles, Dec. 17. Tbe Germans, after a slight skirmish on tbe eleventh, occupied Beaumont. Belfont is well defended, but tbe neighboring positions were taken by tbe Germans with a loss " jiew Yms)i Dee. 17; -The shipment of arms and war material for France SHU continues, Almost every neasei from New York for French ports car ries, as part cargo, large quantities. Already tbe steamers Ontario and Erie have left Benton, via Cowes, laden en tirely with war stores valued at three and a half million dollars. Tbe steam er Concordia bas arrived at Boston, for New York, te take a full cargo of arms for France. The St. Pierre, wbieh left on the 13th, for Havre, car- ried 7,623 cases of cartridges, 80 cases of revolvers, 456 cases ot knapsacks, 705 cases of muskets, 364 cases of pis tols, 10 cases of rifles, 185 cases of harness, valued at $873,000. CALIFORNIA. Los Angeles, Dec. 17. At ten o'clock this rooming 300 armed men assembled in Shearer's Hall, and elect ed Mr. Sigonrey as President; afie-r which they proceeded to the discus sion of tbe case of Miguel Lachaoais, for tbe murder of Jacob Bell, last Wednetday, and other murders which he is known to have committed. . After a brief session it was unanimously decided to bang bim. At eleven o'clock tbe Vigilantes divided into companies and marched to the jail, being joined by nearly a thousand persons, the majority of whom re-echo-ed tbe cry of " Hang bim." Arrived at tbe jail grounds, the guard was stationed at different points to prevent any interference with their works. Then a party commenced tbe battering down of the jail. After half bonr's work, an entrance to Lacbaois'cell was effected, and a rope was placed around the prisoner's neck, and be was led out into the street. The Vigilantes surrounded and conducted bim to a corral, two blocks distant, where they hunir bim. Previous to bis execution he confessed his guilt, but expressed no regrets. The House Military Committee yesterday consid ered the bill extending the time for mustering out supernumerary officers from Jan. 1st to July 1st. Secretary Belknan sraa before the committee and opposed tbe bill, there being no sum cient reason for its passage. The com - miltee came to no agreement, and the bill was laid over until to-morrow. (strange Phenomenon. The inhabitants of the Basket Sta tion, on tbe Delware division of the Erie railway, were treated to a first class sensation. About two miles north of tbe place, tbree acres of land. heavily tiocbered with hemlock, occu pying an elevated position, suddenly sank below the surface, disappearing in a manner similar to a load of dirt when the bottom is let out of the wagon. There was no apparent cause but it certainly has sunk to the depth of about 40 feet, leaving tbe tops of the trees just visible above the surface lne sinking was accompanied by loud crash, which died away in a dull rumble, beard at considerable distance, The trees are standing in their natural positions, having evidently experienced no particular injury in their descent, It is nsnal wben such freaks of -nature occur, for the sunken earth to be immediately submerged by volumes of water, but in tbis instance no such phenomenon attends. ' " A few days ago we gave a list of tbe Deputies appointed by the Board of Commissioners for the sale of school and university lands. It will be the duty of these Deputies to receive, in their respective districts, applications for the location of swamp or over flowed lands. As tbis is a matter or much importance, we give below a letter from the Commissioner of tbe U. S. Land Office on the subject, which will be found interesting to parties in tbis State as well as to those in Cali fornia to whom it more particularly applies : DEPARTMENT OF THE IHTEBIOR,") Gkheral Land Orrics, . J November 21st 1870. J Hon. C. Delano, Secretary of tho Interior Sir: In the administration of the Act of 23d Jnly, 1860, to quit land titles in the State of California so far as the same relates to swamp lands it has been found that great embarrassment has been experienced in tbe adjustment of tbat class of swamp lands provided for in the fourth section of the Act referred to. It is alleged on the part of the State that where tbe Deputy Surveyors re turn as dry lands tracts which may be claimed to be. otherwise by tbe State, sbe can assert tbat claim before the United States Surveyor-General, and be entitled to an investigation as to the real character of the land, pending which tbe tracts tbus in controversy must remain in suspension. Tbe prac tical working of this construction of tbe liw bus been to withdraw from market extensive tracts of land which the record evidence shows to be dry, but to which the State, or parties claiming to bold title under tbe State, have set up a claim as swamp. Even tbe oper ations of the pre-emption and home Stead laws are to be ineffectual until tbe tracts thus withheld are passed upon by investigation before the Surveyor-General. In numerous letters received by tbis office from prominent individually in California, it is repre sented tbat tbe lands thus claimed to be swamp are among the most valuable of agricultural lands, and tbat great injustice is wrought to tbe individual settler upon them from the fact that be is, as a general thing, too poor to con test tbe title with tbe more wealthy swamp claimant. If tbe construction referred to Is to obtain, the practical result must be to allow tbe swamp claimants the opportunity of placing in suspension every acre of unsold public land, regardless of its character or the legitimacy of the alleged swamp claim. To prevent further embarrassment in tbis matter, tbe Surveyor General was the 3d instant instructed to suspend all further investigation in these cases until otherwise advised, and in order tbat we may be governed in the future by tbe decision of the Honorable Sec retary in the premises, tbe whole mat ter is herein submitted with the request that such advisory opinion may be given as may be adopted as tbe true construction of tbe law referred to. From a careful investigation of the statute, I am of opinion that the legis lation referred to was intended ,o reach only such land as are shown by tbe field notes or other evidences of record, to be swamp, and hence tbat the withdrawal from market of lands shown to be uplands by such record evidence should not be permitted, even though tbe claim may be alleged tbat they are of a reverse character. Tbe law deals with sicamp lands, but there must be some limit to the scope of inquiry as to what are and what are not swamp lands, and tbat limit can better hi prescribed by the record evidence of disinterested parties as found in the field notes in surveys, than in any other way. To act otherwise is to open a way for tbe suspension ot every acre of un sold land in tbe State to await tbe te dious details of a prolonged investiga tion, which cannont be otherwise than expensive and embarrassing to all con cerned. It may be proper to state tbat early legislation will in all probability be taken to meet tbe objectionable fea tures of existing laws, and that the construction of thestatute herein indi cated affords in tbe meantime tbe ojly protection which we may give to the interests of tbe Government as well as to that of individual settlers. Bear, late telegraph operator at Ore gon City, better known by the name of J. Curtis, upon a requisition from tbe Governor ot Nebraska, on a charge of embezzlement. He is charged with having taken twelve thousand dollars from bis employers in Nebraska. Last night, about ten o'clock, the case of the State against Hackney, one of tbe East Portland burglars, was given to tbe jury. Tbey retired, and n a few minutes returned with a ver dict of "guilty, as charged in tbe in dictment." Tbe steamer California, for Ssn Francisco, was detained last night un til after dark by tbe press of freight. From the Herald : A double team ran away on Washington street, yester day afternoon, and in its career upset horse on tbe corner of Morrison street, knocked a wood-wagon to smitbers, and finally was hauled up town with a broken vehicle trailing the ground. Two cases of smallpox have broken out in the city within the past fw days. Tbe infected bouses are situa ted on Fifth street, between Washing ton and Alder streets. From tbe Oregonian : Not less than several hundred people of all degrees, sxes and ages, were on tbe North Portland lake yesterday, breaking tbe Fourth Commandment, breaking their beads, and occasionally breaking the ice. We learn tbat tbe Ice Company of this city will go to work tbis morning with a large force of laborers, cutting and packing ice for next summer's use. COUNTY. From tbe Regiiter : Last Saturday, Mr. Simpson, one of tbe employees at tbe Froman Buildings, while "truck ing" wheat, fell and dislocated his wrist. An examination by Dr. Rice showed tbat some of tbe metacarpal bones were broken. A son of F. T. Smith, living some seven miles from tbis city, while chop ping wood, cut bis foot , with tbe ax. About a week after tbe accident, he sent for Dr. Rice, who found that, as no attention had been paid to tbe woond, erysipelas bad set in, and young Smith will bave a close sbave if be preserves bis foot. One day last week Wm. Rice, the telegraph operator at tbis point, was stunned and almost thrown from his seat, by a stray streak of lightning. Speaking of tbe delights of moving day, the Utica Herald says that from tbe moment vtteo the first tack is pulled from tbe dusty carpet until the last load of furniture is piled up in ev erybody's way, the day is one of fever ish interest and mental torture. We know of no more deserving object of pity than a respectable man following a dry load of goods, and watching one after another of his cheiisbed articles of house furniture as they fall in tbe mud or get marred and broken by rob bing and jolting against each otber, with a pillow case lull of towels under the left arm, be is unable to do any thing for the preservation of his prop erty. City and County Items. The counter of tbe new hotel was set in place yesterday and presents a oeuutiful appearance. Smallpox. Mr. MxMabon was taken with tbis prevailing disease yesterday. He had bis family and a portion of his furniture removed to another bouse. Mabbikd. At the residencrof Hugh Harrison, on the 18th inst. by Rev. Jas. Wilbur, Mr. Henry Bellion of Portland, and Mrs. Elizabeth Roe, of JeflTemou. Married. On tbe 15th inst., at the residence of Wesley Uowel, Mr. L. H. White and Miss Frances B. Howe!, by Kev. J. F. Denny, all of Manoa county Oregon. Shut Down. The SMem Flour Mill was compelled to suspend operations on account of their race being frozen up, so that sufficient water will not flow to keep the mill in motion. Completed. Died. The child of Z. Wilson, died last evening of the disease known as smallpox ; it was only about 7 weeks old and could hardly be expected to re cover from tbat loathsome disease. Murray, as Notary Public for Multnomah coun- Skating. We visited the slough, above town yesterday, and were sur prised to find so many people ecjoying the healthy exercise. Everything was going as merry as a marriage bell with but few exceptions, and those were tbe unfortunates who could not persuade their feet that it was highly proper for them to be tbe base of oper ations. Two or three persons who ventured out too far received a cold water bath for their trouble.- Election or Okbcxhs. At the reg ular annual election of officers for Pacific Lodge A. F. and A. M. beld at the masonic hall on tbe evening of Dec. 15th tbe following personB were elected to fill tbe several offices for tbe ensuing jear : Worshipful Master, F. J. Babcock ; Senior Warden, T. M. Gatch ; Junior Warden, J. A. Way mire ; Secretary, T. H. Cox ; Treas urer, J. W. Smith ; Tyler, Pratt ; T. Me F. Pattern was appointed Senior Deacon. The Squire and His Wire. Tbe Squire bad a friend to visit bim on business, and was very much an nyoed at being interrupted by bis wife, who came to ask bim what be wanted for dinner. 'Go awny ! let us alone I" impa tiently said the Squire. Business detained tbe friend nntil af ter dinner-time, and the Squire urged bim to remain. Tbe Squire was a generous provider, proud ot bis table, and be complacent ly escorted bim to a seat. A little to the surprise of both, tbey saw nothing on tbe board, but a bnge disb of salad, which the good wife beg-itt to dish up. "My dear," said the Squire, "where are the meats?" There are none to-day," replied the lady. "No meats?" What in tbe name of poverty J Tbe vegetables then I Why don't you bave tbem brought up?" You didn't order any." "Order! I didn't order anything !" Ob, you forgot," coolly answered tbe house-wife. "I aeked you what we should bave, and you said, 'Lettuce alone.' Here it is." The friend burst into a laugh, and the Squire, after looking lugubrious a moment, joined bim. "Wife, I give it np. I owe you one. Here is tbe fifty dollars you wanted for that carpet I denied you." Tbe Squire forked over. "Now let us bave peace, and some dinner." The good woman pocketed tbe mon ey, rang the bell, and a sumptuous re pas', of tish, poultry and vegetables was brought in. A few days afterwards tbe Squire re mained working in bis garden some time after tbe usual tea hour. His excuse, when asked what he was wait ing for, threw her into a flutter of ex citement. "Some one's to come to supper," he exclaimed. "Why didn't you tell me? I declare you are provokiugest man I" And without asking which of bis friends was expected, she hastened to change ber dress and slick up her hair for tbe occasion. Tbis done, she came out, and found tbe Squire seated at the table reading bis newspaper- "n here a your company 1" "My company I I haven't any com pany." "But you said you expected some body to supper," said tbe indignant wite. 'My dear, I said no such thing. You asked me what I was waiting for, and I said summom to come to supper. An extraordinary piece of machinery, hich in 1842 took the place of the ancient but much less perfect horologe, was inaugurated in presence of a meet ing of tbe scientific bodies of France, assembled at Strasbourg in 1842. Be sides showing the apparent time, the exact bours of the risinu and the set- ing of tbe sun for each day in tne year, the zodiacal sign for the particular sea son, and tbe day of tbe week, it calcu lates tbe eclipse of the sun and of tbe moon, and performs a variety of otber astronomical equations. Id addition, it indicates diurnally the ecclesiastical period. These, for tbe learned, are its great achievements ; but for "tbe general public" it possesses properties more easily appreciable and more en tertaining. Some one of the gods comes out of a sanctum tanctorum each twenty-four hours, as emblemati cal of tbe day of tbe week, and re mains as tbe center-piece on a raised platform till tbat day is succeeded by another. Tbus, when 1 saw tbe clock, Mercury, ic a chariot and pair, was doing duty on Wednesday. On a stage below tbe divinity of tbe day are two angels, one seated beside a bell, tbe otber holding an hour glass. Over the god is another platform, having on it a bell, beside which Hands Death holding a bone. Near Death is a sec end bell, on which tbe quarters are tolled. At tbe first quarter of each hour an infant comes out of an in closure aud strikes the bell ; at tbe second, a youth; at tbe third, a man in the prime of life ; and at tbe fourth, a boary-beaded veteran. Tbe angel be low also strikes the quarters. Tbe hour is struck by Death himself, with bis bone hammer, tbe angel turning tbe hour glass at tbe same moment. But at noon each day the great popu lar performance of tbe clock is to be witnessed. Immediately Death bas sounded tbe last stroke of the twelve, a procession of the twelve apostles in presence of onr Savior takes place. Tbe thirteen automata are marvelous. As each little wooden apostle passes the figure of Christ the latter raises its arm and blesses that one of tbe twelve. There is a prac-; tice quite prevalent among young la dies of tbe present day, which are old fiabioned enough to consider improper. We allude to tbeir giving photographs of themselves to young men wbo are merely acquaintances. We consider it indelicate in tbe highest degree. - We are astonished that any young girl should bold ' herself so cheap as tbis. With aa accepted lover it is of course all right. Even in tbat case tbe like ness should be returned if the engage ment should, by any misunderstand ing, cease. If this paragraph should meet the eye of any young lady who is about to give ber photograph to any gentleman acquaintance, let ber know tbe remarks made by many young men. when together, concerning- what is, perhaps, on her part, a piece of ignor ance or imprudence, would, if she beard them, cause ber cheeks to crim son with sbame and anger. " Were it a sister of ours," we have often said ; " were it a sister of ours" but that not being tbe case, we give tbis advice to anybody's sister who needs it most anxiously desiring that sbe should at all times preserve her dignity and self respect. The Rebitin Nevada. After much delay the official return from tbe State of Nevada are received, and show the following result : Democrats bave been elected by tbe following majorities : Bradley, Gover nor, 1,140; Denver, Lieutenant-Governor, 67 ; ; Kendall, Congress, 330 ; Garber, Supreme Judge, 364 ; School ing, Treasurer. 520 ; Bucknr, Attorney-General, 38 ; Perkins, State Prin ter, 195. Republicans bave been elected by tbe following majorities: Minor, Secre tary of Stale, 271; Hobart, Controller, 194; Day,1 Surveyor-General, 343; Whitehill, Minerologist, 101; Fisher, Superintendent of Public Instruction, 220; Helm, Clerk of Supreme Court, 24G. j Seven Democratic State officers and six Republicans. The former, however, are much more important than tbe lat ter all tbe "Patronage" and "pap" being confined to tbe Governor, Lieutenant-Governor, and State Printer. Tbe Legislature is Republican by a very small majority. A Specimen. Tbe following is a specimen of printers' technical terms. It don't mean, however, as much as it would seem to the uninitiated: "Wil liam, put General Washington on the galley, and then finish the murder of tbe young girl you commenced yester day. Set up tbe ruins of Herculaneum, and distribute tbe smallpox; you need not finish tbat runaway match, but have the high water in the paper tbis week. '" A rather i " near" old Englishman was once buying a pint of wine for bis sick wite ; wben some of the more lib eral husbands in the bar-room remon strated with bim. A French nobleman, who had been satirized by Voltaire, meeting the poet soon after, gave him a hearty drubbing.
