The Postmaster-General declares the proposition to return to the former rate of postage on books and printed matter of tho third class is heartily approved by him, and lie will earnest ly urge the change to be made as speedily as possible. There is no doubt he will make a strong recom mendation on this subject, and there is reason to expect Congress will cor rect that legislation before the holi days' adjournment, so that the old rate of one cent for two ounces may go into effect January 1st. Secretary Chandler is as yet unde cided what recommendation, if any, he will m;ke in his annual report with reference to the Indian Iiureau.
