Unfaltering devotion to tho car dinal principles of ltepublican govern ment, as declared and put into practi cal operation by the Fathers of the Ke public. 1. The preservation of the general government in the proper exercise of the powers delegated to it in the Con stitution, carefully and strictly con strued, and the maintenance, inviolate of the several States of the Union in all their rights, dignity and equality, as tho most competent and reliable ad ministrators of their own domesticcon cerns, and the surest bulwark against the tendency toward a centralized des potism. . 3. Opposition to aggression by either department of the government upon the functions of any other and to the exercise of federal authority of any ot the rights or powers reserved uy tnt constitution to the States respectively, or to the people. 4. That every attempt on the part ol the Federal government to exercise anv powers not delegated to it, and es pecially every Interference by the gov ernment or anv of its departments, with the local liffairs of any State, or with the rights of the people thereof to choose their own representatives, is an act of usurpation which should bo repudiated and condemned by every friend of constitutional liberty. 5. We demand retrenchment , reform and the most rigid economy in the ad ministration of every department of the government ; the honest payment of the debt.-, the sacred preservation of the public faith; strict aceountability ot all oilicers, and the speedy and im partial arraignment ot all abuses of pu olio trust before the tribunals of jus tice; a zealous care of the rights of election by the 'people; the absolute .subordination of the military to the .rivil authority. The equal and impar tial administration of the laws, and the protection of the rights of all ; freedom of religion, of the press, and of the person, under protection of the habeas corpus, and trial by juries impartially selected. U. We protest against the burdens of 1 protective tariff, as needlessexaetions ::.'m a people already intolerably op pressed bv a national debt, and we in sist that tho tariff be so regulated as to provide only suilicient revenue for an economical administration of the gov ernment, and not for the purpose of enriching the few at the expense of the many, or fostering one branch of in dustry to the detriment of another. 7. That the precious metals are the only basis of commercial values; that in irredeemable paper currency is a national curse, and we insist upon the sjHiedy return by the national govern ment to specie payments. 8. Tiie institution of the system of national banks was a fraud upon the country and an injustice upon the la boring" classes, and we demand such prudent legislation as will gradually oringthis vicious system to a close; that all currency which may Imj issued shall be convertible into com upon de mand and bo issued directly by the goverement. t). That the treaty between the Unit ed States and China shall be so modi ied as to apply solely to commercial relations. 10. That we condemn tho party in power, only for its contempt of constitu tional obligations, but for extravagant partisan and corrupt administration of the federal government; for its reck less expenditure and profligate waste ofthe people's money ; for its oppres sive, unjust and defective system of ti nanee and taxation: for tiie perver sion of tiie functions of the general gov ernment to enrich the great corpora tions at the expense of the people; for :ho jobbery and frauds which have brought reproach upon democratic in stitutions; fur the iniquities of the pro tective system; for the curse of an in convertible paper money ; for its dis graceful diplomatic service and unlit appointments and continuance in oilice of incompetent and corrupt men at home aud aoroad ; for its attempt to pass an unconstitutional force bill, and for a catalogue of otiier enormities which have rendered that organization oilensive to and subversive of the lib erties of a free peopl . 11. That corporations are the crea tures of law; their functions and priv ileges are granted to subserve the public interests, and when they are not used for the object of their civatioti, hut for purposes oi'oppression and extortion, we declare it to be the right and duty of the le isl itive power to regulate and control such corpora lions for the public good. 12. Tiat we disapprove sill measures in the interest of monopolies against labor, and therefore we approve of the declared principles and sympathies with the avow i objects of the order known as t lie Patrons of Husbandry, and with those of all other orders hav ing for their object, retrenchment and retorm in public affairs and the social advancement of the people. 13. That we are in favor of laboring to secure judicious appropriations from Congress for tiie purpose of improving our harbors along the western and northern boundaries of our State, and we demand that our representatives in Congress shall use their best efforts to secure the aid of the general govern ment for the free navigation and im provement of the Columbia river, by liie construction of locks at tho Cas cades ; the improvement of the Willam ette and Coquill rivers; the construc tion of the Portland, Dalles and JSalt Lake and Winnemucca Kail roads, and the carl v completion of the Oregon and California llulroud from Koseburg to the Sate line. 11.
