Valentine Teachers Resolve. THE NEW HOME Sewing Machine The best oh Earth . Just arrived, a new lot in great variety Monarch Ranges and Air Tight Heaters We have a large supply of Shingles and Doors Everything in Furniture We, the teachers of Morrow cotinty. in annual institute Bssemoled, submit the following resolutions: We wish to extend thanks to the County School Superintendent for the successful organization and managemeoi cf this institute ; to the Heppner tcbool board who have so kindly allowed us the npe of the school building; to the citizens of Heppner for their interest in our institute work; and to those in charge of the Christian church for the use rf the church building. We are especially ttiankf;il to the in structors for the encouragement and help which we have received during this meeting, and to Mr. Jones for his ai J in conducting the singing and for his very interesting talk on the "Oregon School Law." Whereas, a recent law of the Legisla ture compels the teacher to file his con tract with the superintendent before commencing pcnori or lorieit Ms wages until such filing has been made. The reason given for such action is that clerks faded to register contracts. Since school boards frequently refuse or ne glect to make out said contracts until school begins, be it resolved, that it is the desire of this instita'e, since this law is unreasonable and unjust, that the burdens, sins, and omissions of the whole world should nt be heaped upoo the shoulders of the teachers. Whereas, in the application of the law, providing for the expenditure of the li brary fund of the oanierous school dis tricts of the state, several cases have arisen in which the library commission ha made the selection for various Me tric s and in theee selections the W. already on hand have been dupKockwi in many instances, thereby proving 'aw to he impracticable avd wasted iff the funds, be it resolved, that it hj & desire of this Institute that the a- 6 left entirely in the hands of the eeceal school districts. Whereas, in the recent adept off text books for use in the public of the state tnere-have been defty ia securing the said books whicb fcer been very detrimental to the proewnw and accomplishmen. of the grade wcfc. be it resolved that we desire the lev governing the ad ption of test boeks . be so amended as to make the ee&w ion durioe the first week in Jantv before their introduction into ek schools on the following September. For the betterment of our naVfe schools and as a duty which we w our Oregon boys and girls, we as a ff of teachers do recommend to our feoco able Senarors nd Representatives, tftti they devise some means whereby w.t uimwitfu ecnooi district in this t& may have nine months of school ecrfi year. Whereas some school boards, in ttm! district, employing but one teacher fl ench school, demand work above & eighth grade, he it resolved, that prrfi rei'iirements must result in superSrxtl work and thereby deprive the pupi-is L the common school grades of thebft of that well grounded knowledge of foundation elements of a practical eli cation to which they are legally ent5l and that such requirements arecontrtrr to the spirit and intent of our scbl law. Whereas, the hw governing grades, issuance, and time in force of certificates or licenses to teach has materially the same for the past tkkr years in Oregon viz.: that of a grade, second grade, and first obtsil on an average Dercent nf -m in the several branches nf abjut eec!B-ty-five, eighty, and ninety p rcetU re spectively' that only one third and siw- one second grade shall be issued I ra any one teacher, and thai the tbarcw ' thionghout these thirtv jears his ktr.. that this system forces the teacher &m advance in his profession and ic n feseional ability, and ultimately to the state a higher grade of prcScL ency on the part of the teachers, ami that the poorer teachers will be etisal from the profession ; And after 4faacfsr years of this general pl.in we find a large percent of the certificates teat at our semi-annual eliminations are iff the third and second erades and ut the holders of the more recent to- grade certificate generally take 3i places of other second and third gnff teachers and generally in the Rural i-a-tricts; Thus the fact is apparent & manv, if not the maj irity of on r real schools, are tauaht by teachers of or no escperiencs and of suoh grade iC proficiency th2t is ru ed out or dewtsi a certificate of the second or fi'st gr&.V Therefore be it resolved, that if m. teacher ie fit to teach school oe yetr he is fit to teach as long as he lives arl that if he is not fit to teach as lirg na he lives he is not fit to teach at that there should be some wav of termining the fitness of a peisuo tu teach with ut having to impose uTt the chilJren of rural schools teackr after teacher who is l iter ru'el out if the profession and so we recorame&l. that tne law be amended so rs to -stot licenses to teaclnonly to those wt.a deemed to be fit to tench as lon , . , ue, in ine saie m.mner as licenses issued to lawyers, doctors, pilots, oi tains, an others win serve in stii'vc-- in which for the time heing the lire i-T others are placed in the r ch.ir.-e.
