We wish to extend thanks to the
County School Superintendent for the
successful organization and managemeoi
cf this institute ; to the Heppner tcbool
board who have so kindly allowed us
the npe of the school building; to the
citizens of Heppner for their interest in
our institute work; and to those in
charge of the Christian church for the
use rf the church building.
We are especially ttiankf;il to the in
structors for the encouragement and
help which we have received during this
meeting, and to Mr. Jones for his ai J in
conducting the singing and for his very
interesting talk on the "Oregon School
Law."
Whereas, a recent law of the Legisla
ture compels the teacher to file his con
tract with the superintendent before
commencing pcnori or lorieit Ms wages
until such filing has been made. The
reason given for such action is that
clerks faded to register contracts. Since
school boards frequently refuse or ne
glect to make out said contracts until
school begins, be it resolved, that it is
the desire of this instita'e, since this
law is unreasonable and unjust, that the
burdens, sins, and omissions of the
whole world should nt be heaped upoo
the shoulders of the teachers.
Whereas, in the application of the law,
providing for the expenditure of the li
brary fund of the oanierous school dis
tricts of the state, several cases have
arisen in which the library commission
