Gold was discovered in tbe Boise River Valley, Idaho, in 1S62, and dur inn tbe succeeding twentv-five years S200.000.000 were taken out. 4 large bnt evanescent population, flocked to the Valley although the nearest railroad was 200 mile away and everything bad to be freighted in and out. But only one crop of sold could be garnered and the expectation was that when tbe pay- dirt had all been panned, the valley of the Boise, like many other mining dis tricts, would vanish from tbe map as a producing locality. Not so, however. The output of tbe valley today from its hundred or so tbonsand acres of splend idly irrigated land is fast approaching tbe profits realized from the mines dur ing their best days. Certainly when the enormous irrigation works which are there being constructed by the government are com, le ted the output of agriculture will contribute to the wood's wealth every year and for all time thereafter, an amount much greater than tbe usual products of tbe "basin diggings during their palmiest days, while the valley will support a population of at least 200,000 people. The state of Idibo is larger than all New England, bat it has less than two persons to tbe square mile. What it needs is water; or tbe storage of the melting snows from its vast mountain ranges every year. Its climate is de lightful and invigorating, with a latitude of the south o' France and northern Italy. The Boise Valley in the south ern part of tho state lies at an elevation ' of about 2,500 feet and the lowest tem perature daring the year is but slightly under freezing. In Boise Valley as in California in the early da vs. tbe demand for food, and the exorbitant prices for vegetnbles and meat, induced some of the hardy Argo nauts to break tbe rules of state and en gage in what wan then considered the humblest of occupations, the growing of potatoes, caDbage and small fruits With splended markets this industry prospered and crew, and when the placers were exhausted a thriving farm ing community remained to develop tbese permanent resourcesof the valley. But ht'le of the "Klondyke" of 1894 remains. Its disappointments and lavish rewards, its destitution and reckless prodigality are things of tbe past. Today it is difficult to realize that this valley was one of the famous theaters where reck'eos and darini; spirits were tbe principal actors and where only the fit left survived. Unlike many of the Klondikes which have bad thtir day during tbe past 60 year, this yalley provided for tbe overflow, and the npint of enterprise which prompted thousands to brave all dangers in the search for gold, fonnd a field here for the exerciee of surplus energy in the construction of canals and the recla mation of the lands in adjacent valleys Like the Mormon farmers, the early tillers of the Boise Valley found irriga tion Decessary and since tbe first crude effort nearly $2,000,000 have been ex pended in the construction of irrigation tion works, and more than 100,000 acres of land have been reclaimed. Sub stantial cities and towns have grown up, railroads cross the valley in every direction, and from $30,000,000 to $40, 000,000 bave been added to tbe produc tive capital of tbe west. Bnt the limit for private enterprise has been reached. Toe natural flow of the river bas been fully utilized, and it is only by tbe con struction of engineering works enor mously expensive, that the complete agricultural development of the country can take place. The only agency which can safely undertake this great work is the United States. With commendable enterprise the owners of land in the valley have harmonized all questions of conflicting water rights and are now preparing to cooperate heartily with tbe. government in carrying forward what is termed the Payett Boise project, the largest of tbe national reclamation works which has yet been approved by the Secretary of the Interior. Tbe construction of this grett svstem will require several year and entails tbe expenditure of nearly $3,000,000. The trea to be reclaimed is 370.000 acres, or more than twice the cultivated acreage of Rbode Island. Tbe works consist of storage reservoir on tbe headwaters of the Pavette and B ise rivers, and in tbe Boise valley the building of gigantic dams on theee two rivers and about 200 miles of main canals. Tbe secretary has authorized tbe initial construction of a dam in Boise River, about 33 miles of main canal, and a reservoir which will be capable of storing water enongb t jr the late irrigation of about 120,000 ac es of land in Boise Valley. MINOR k COMPANY Tbe bids were opened at Boise, I Jano, on February 1, 1906, and the contracts provide for the expenditu'e by the United States of about $1,000,000. The Boise valley now bas a population of about 30,000. It contains 50 per cent more irrigable land and has more fa vorable climate than the great Salt Lake valley of Utah, which today sus tains a population of about 150,000. Guy E. Mitchell. DAVIS IS FOUND GU1L.TY. EX. Deputy Sheriff la In Umatilla County Jail. Pendleton, Or., Feb 3 C. P. Davie, who is accused of having embezzled $4200 from the office of the Sheriff of Umatilla County while a deputy at the office, was found guilty of tbe charge this morning, after tbe jury had been out 18 hours considering the case. Davis, who is one of the most prominent ai d wel'-known men of tbe county, ie in the County Jail, over wbicbhe has presided for many years, having been deserted by his bondsmen as soon as tbe jury mado its report this morning. He was locked up in a cell by Sheriff lill D. Taylor, who appointed him his chief de puty several years ago and who reposed every confidence in him up to tbe time tbe shortage was discovered. Notice has been given Judge Eire the trial magistrate, that a motion for a new trial will be made. It is contended by the defense that Dave Carpi)!, one of the jurors, was an enemy of the defen dant and bad in past years threatened to get even with him for having been arrested and put in jail at one time by Davis for being drunk. It is said that Carg.il. became intoxicated Sunday night and dii c issed the case pretty freely, at that time expressing the op inion that Davis was guilty and said he would be convicted. A persistent effort was made by Mrs Davis to furnish bonds for her husband during the afternoon but without sue cess. fcbe offered to mortage the family home in order to raise funds to allow Davis to regain bis freedom, but was not ab'e to secure tbe money on the property. It is not thought hre that Judge Ellis wil! grant the '.notion for a new trial and to that event tbe case will have to be taken direct to the Su preme Court.
