The Board of United States Engineers detailed to investigate conditions at the eite of the proposed canal and locks on ! the Columbia River above Celilo, have returned, and the members will leave for their respective stations in various portions of the country. Major VV. K. Langfitt, who was with them vesterdav, said the the trip in the river as a very pleasant one and the board had no difficulty in obtaining the da'a they went after. President Mohler, of the O. R. & N., had placed his own car at the disposal of the board and the engineers took their own ti e in making the inspection. They will probably render their report to the Government in time for Congress to act on the pro ject at the next sepsion. There are various plans projected for the construction of the canal and locks, and some provide for the works on the Oregon side, while others favor the Washington side of the river. Although the engineers are reticent as to their conclusions, it is considered likely that the project favored is that of a canal nine miles long on the Oregon side. In this distance a fall of 81 feet has to be overcome and this will be done bv mems of three locks, each capable of raising a steamboat to a height of 27 feet. The cost of the proposed work will range between $3,000,000 and $4, 000,000. Great care is being taken bv the engineers to gather all the data bearing on the proposition, so as to save much valuable time when actual con struction shall have begun. There is ample means for this, as most of the appropriation made for the boat railway several years agois yet unexpendd and has been turned over to the canal and locks fund. Engineers View Obstructions. The Dalles, May 15. The Board of Engineers sent by the Government to visit the obstructions in the Columbia River ;near this citv arrived here last n ght at midnight in President Mohler's car. At an early hour this morning an engine took the car up the river to the scene of the 'proposed improvements, giving the engineers opportunity to visit the various points at their leisure. The party returned to this city in time to take the west bound noon train for Portland. Hon. Malcolm A. Moody ac companied the party in its inspection of the obstructions. leaving of Shamrock III. Gourock, May 15 A storm rendered it impossible this morning to Btart the proposed 55 mile race between the Shamrocks from here around the Channel fleet, off Lambla-s, Isle of A ron, for a prize of $500.
