The Skamania County Pioneer of Stevenson. Washington, issued a very creditab'e new year num ber. Th paper is neat and at tractive and shows much enter prise to come fma a town the size of Stevenson. The illustrated edition of the Statesman contains 60 page, and is the best number ever turned out by thi enterprising newspa per. It is ably gotten up and tells in a brief and interesting manner all about Salem, the surrounding country, and in fact, the Willam ette valley in general Printed on fine book paper, the workmanship is artistic and is a credit to the Statesman as well as the capiUl city. Over 3000 coyote scalps have been presented for bounty in Uma tilla county since the law went in to effect. April 1, liKl. A great many people think thst the bounty law is the csue of the rapid in crease of rabbits, and are opposed to the law, for the coyotes when plentiful destroy the rabbits. If the coyotes are let go they will eat up the sheep, and if the rab bits are let go they will eat np the range, and there you are. Before sending your money away from home to buy something that can be obtained here from home people, answer this list of questions to yourself: If you have goods or labor to sell, do yon want the other fellow to send his money away? How much has the the outside fellow contributed, or how much does he care for the welfare of the community? Wouldn't it be a prosperous place if everybody sent away to some cheap John place or imported cheap labor. Is this the proper system to encourage? THE CESTURrS SECOSD YEAR. THE COURT HOUSE TIO.X. PROPOSI- That the time for building a new court house for Morrow county is ripe, there is no qaestion as evidenced by the mass meeting held in Heppner today. The time has arrived when the present structure is euthely too small to meet the requirements of increas ing business. It is true that it will meet with some opposition. All progressive movements in the way of public improvements, everywhere are sure to meet with some opposition, because they touch the public pocket, but after the improvements are made, gen. erally the people are glad of it. The present little building used for a court house did not cost Mor row count? a cent All that the county has been out has been for building a vault, and this to, is now not sufficed to meet the re quirements. The present struct ure at the time of building was only intended for a temporary affair. It may be said to the credit of Morrow county officials that the county is almost out of debt and is in good financial con dition. To be like other counties why should not Morrow county build her own court house. Will the county ever be in better finan cial condition to commence work. Morrow county is certaiuly able to build and maintain at least a re spectable court house without working a hardship upon the tax payers. Wheeler county baa just finished a fine $12,000 court house. Morrow county ought to do as well. Today's meeting was called on short notice, but this was neces sary in order to get the attention of the cousty court On the qaestion of building a new court house the columns of the Gazette will be open for exchange of views by the taxpayers of Morrow county. He pays a Mas sachusetts firm forty-three cent. a pound for it, and this turn docs its work under the surveillauce of a government agent. The ppjr is manufactured of the finest rags, cleaned, boiled and mashed into pulp. As it is rolled iuto thin sheets silk threads are introduced into it by a Becret process. These are the distinguishing marks mak ing imitation of the paper weli nigh impossible. The sheets of paper already counted twice and placed in uniform packages at the paper mill, are ttored in a treas ury vault and issued to the bureau of engraving and printing as wanted. Before leaving thr treH:--ury they are counted three times more, aud the receiving tVu-ial Ht the bureau must receipt for them. Then the bundles are unwrappe-l and the sheets are counted t.ent eight times by a corps of women. This is to insure that each printer gets the required mirxitr n more, no less.
