Senator Fulton of Astoria, says that we cannot reasonably ejpect the leg islature of this state to appropriate more than $100,000. It ia not likelv that anv more than this will be appropriated. It is safe to say that S2.OO0,000 from congress will be the outside figure, rather less thwi more. With everything fa vorable probably 2,600,000 can be raised. The main question is, bow much can ba raised. The question of ooct come afterward and should be figured accordingly. These two facts indicate clearly the general pros perity of the country. The relia bility of the postal money order service is evinced in the trifling character of the losses- Improper payment made during a period of two years have amounted only to $172 45. The system is so hedged around with safeguards that it is almost if not quite perfect, and the public confidence in it is com plete. The eost of the service is not great, but the aggregate rev enue to the government from it is important, amounting during the last fiscal year to over 81.600.000. IONE HAPPENINGS The democratic Eat Oregonian comes out for IL W. Scott, the brilliant editor of the Oregonian, for United State Senator. In a recent issue the paper says: "The East Oregonian wishes to say that it is sincere in its advocacy of the election of H. W. Seott, of the Portland Oregonian, to succeed Joseph .Simon in the United States senate from Oregon, and will sup port him for the position against any man m Oregon, democrat or republican, on the ground that Mr. Scott is the fittest man for the office, standing head andeboulders above any other man in the state as a representative of '"the Oregon country' in the upper house of oocgre.'-s. There ia no question re garding Lisliitnes and ability, and if he were elected, it would be creditable to the people of the state in the eyes of the people in the whole nation. In short, the office should seek the man in this instance. Lt it be put on record , 1000. Inter-Ocean, for all time that the democratic East Oregonian is for H. V. Scott fur United States senator in 1003. and that it will have no other can didate.'" DISEASES THAT KILL. The census report on vital sta tistics Bhows an increase in longev ity in the United States. The av erage age at death in 341 cities representing a jx-ipulation of 29. ihVi.OOO was 31 yesrs in lSl0 and 1(Vul T.. 1 Ja.1 t . More iLterestiug than this gen eral statement is the report as to deaths from diseases most dreaded by the people. Iu 1S90 the death r:e per lOO.OoO from consumption as 2i. diptheria 70, cholerain-f-intuin 79, broLchitis 74. croup 2", ijpnoia it-ver 40, malarial lever !.'. aud diarrheal diseases 101 In 1900 the death rate rate per 100, 000 was 190 from consumption. 35 from diptheria. 47 from choleia infantum. 43 from bronchitis, 10 from croup, 34 from typhoid fever, 9 from malarial fever, and So from diarrheal diseases. In all these diseases the decrease in the death rate is notable and is due largely to preventive meas ures and improved methods in treatment. This is particularly the case in consumption and consumption and diptheiia. In the former the sanitarium Jtreat- meut, and Bimple precautions taken by boards of health, have bad most encouraging results. In all diseases of infancy and childhood there has been a de crease of nearly one-half in the death rate. In diseases of the heart and kidneys and in pneu monia and influenza there has been a marked increase in the death rate. The death rate per 100,000 for pneumonia was 186 in 1890, and 161 in 1900. For heart disease the rate was 121 in 1890 and 134 in 1900; for apoplexy 49 in 1890 and 66 in 1900; for dis eases of the kidneys, 59 in 1890 and 83 in 1900; for influenza. 6 in 1890 and 23 in 1900. The report shows that pneumo nia kills more people than con sumption, that under the stress of our modern life heart disease stands third in the list of fatal dis eases, and disorders of the kidneys fifth- In greater New York the death rate was 25 in IS'JO and 20 in 1900. In Chicago the rate was 19 in 190 and 16 in 19u0. In Philadelphia the late was 21.3 in lS00andL'1.2 in 1900. Rhea, is quite sick at her home in this city. She is reported at this writing as much improved. Mrs. Polly Hale, w ife of X. J. Hale, this moruiug attempted sui cide by taking carbolic acid. She is in a critical condition at the home of her father, E. (. Sperry. A few of our uimrcxls are talking of going to Blalock's hunting the wary branta canaadensis. The new paint on the houses of Rufua Nichols aud Edwiu R. Beach is quite an improvement to Second and Third avenues. Karl Beach is hauling lumber for a new barn and other buildings Mrs. Lauretta Hucksley of Port land, with her two children is a guest at the Rev. Edwin R. Beach's. Mrs. Hucksley ia a partly adopted daughter, aod while she was in Lexington attending school, and living with Mr. and Mrs. Beach, her name was liettie McKinney. Many of her old schoolmates and acquaintances are gone, hut she is finding much pleaoure iu meeting those who still remain. The season has been unusually favorable to business purposes. Grain is all harvested aud threshed and the larger half of it is either in the warehouse, or on its way to the general inarkeL Fall heeding is mhiuly completed.
