Occupation, opportunity to earn a living, may bo given and accepted with mutual benefit. No eoldicr possessed of a means of gaining a livelihood should ;isk or bo given a pension. For the helpless abundant provision should bo made. He regards it as a most humiliating admission that under the dependent pension act there have been granted 114,757 pen sions, with -182,181 additional claims filed. Nearly 000,000 ex-soldicrs who are willing to admit that they cannot make a living and must bo supported. Three-fourths of the 1,208,707 soldiers arc now pensioners or applicants. If any of them can earn a respectable living, why shouldn't he? If they are not willing to, why should they be put on a roll of honor? He would have a county commissioner of pensions to co-operate with the citizens in seeing that no worthy volunteer is without aid and that the unworthy got none. If thoso able to make a living and the unworthy ones arc eliminated from the rolls', the pension budget will be one hundred millions less than the estinuto for the year ending June .'10, 18i)2. Tub new mortgage tax law which has just gone into clTcct in Michigan provides for the taxation of mortgages at their face value, no matter where they are owned, the owner of the prop erty which is mortgaged lo have his assessment reduced by the amount of tho mortgage. It is provided that the taxes on a mortgage may bo paid by the owner of the property, and the amount so paid may bo applied by him on the interest due tho bolder of the mortgage. As this is an experi ment its results will be closely watched. Tub government and people of Spain propoto to celebrate the -100th anniversary of tho discovery of Anieri- oa by holding an oxpositi" u at iMadrid, which will open September 12th, and continue until the ,51st- of December, 181)2. -A cordial invitation has been extended to the United Statos to take pa;t in this commercial relation, and as Spain was one of the first nations to express the intention to participate in the World's Columbian ExpoMlion, it would be very appropriate fpr this government to give this invitation its friendly promotion. The Nicaraugua Canal. The U. S. government ought to un dertake and construct this canal with out delay, and push work as fast as men and money can do it. It should be made a free Avaterway by which the ships carrying the wheat and other products of our Pacific coast could pass to the Atliftitic cities and to Eu- j rope. California, Oregon and Wash- , ington should unite and demand this at once of the general government. It j should not be left lo private enterprise . and become a monopo'ly. Tho whole j country is interested in this great work of great national importance. To see this work being accomplished will in crease our love of our country. It would bind in closer ties of commerce and friendship our Atlantic and Pacific coasts. It would increase our com merce on the seas and enablo our country to control the trade -vith ! South America. When we reflect upon the great im portance of this great enterprise, it appears passing strange that our gov ernment has not built this canal years ago. It is necessary for tho protection of our Pacific coast, so our vessels can pass from one part of our country to another without sailing around Cape Horn. The immenso traffic of Cali fornia, of the great Columbia vallcv and of Puget Sound, seeking a market in our Atlantic cities and in Europe should not be compelled to incur tho danger and expense of navigating the rocky coast of Patagonia. Lot the representatives of the Pacific coast in congress unite and demand that this groat work be undertaken.
