UI11UJUU1WJUI WASHINGTON. An Intcronlltijr T.rjtter 1'rntn Our Itr-RU-Inr Ci)rrviioii(Iciit. August 25, 1880. Kditok Oim:oon Spout: Tlio c:otiiilnr survico oilers to n worn out iiml lifirtl Op politician nn optinr tunily to gmcr-ftilly rotiro from tho world for a titno nml give Mr. Micuw bcr's snotliinn n chunco to "turn up." Once in a whilo yon lintl an ex-Congressman bravo enough to accept a clerkship or the chiofshipof a division, but tlioy arc vory few, as most men would prefer to take oven a consulates worth 1,000 per annum net rather than moot the patronizing sympathy of old associates. Even a post on some storm-swept island whore a ves sel calls once in three months, would bo preferable to that. There is at least a high sounding title and the respect of tho natives in if Not more than twenty-five per cent. of the incumbents of diplomatic posi tions have been changed although tho State department is stacked with np plications and still they come. Not a few of the position? yet to bo filled are really vnlunblo ones. The most important appointment to bo made is that of Minister to litis sin, which position lias been vacant sinco tho death of Allan Thorndykc Kico. Tho salary is 17,500. Tho next in importance is that of Minister to China, which is of the second class, with a salary of .$12,500. Then conies tho Corcan post, which silver-tongued Dill Uradley, of Kentucky, refused, saying that ho would not accept it if tho salary wero doubled. The position is worth $7,500. IJolivia, Persia and Siam remain to bo filled with republi can ministers at the rate of $5,000 per annum and there is a regular Kilken ny fight among tho colored republican Htateriiiiau over tint post at Liborisi and the $1,000 salary. Only fifteen changes have been made among tho thirty-eight consul ate generals. These positions pay from $!,000 up niftl tho average is $5,000. Only one-fourth of tho con sulates have boon filled by republicans, although tho salaries average V2,500 per annum. In tho the third class only tluoo out of twenty-four have been filled. Tho salaries in this class aro $1,000 per annum and fees. There havo been no changes in tho eiglity 11 vo consulates of tho smaller class, which pay only a few hundred dollars per annum and aro given to porma nent residents of the countries in which these posts aro located. The ox-treasury employees of tho last republican regime, who aro still waiting anxiously for reappointment, aro grbvously olllmded by Secretary AVindom. Whon President Harrison selected that largo, loose jointed indi vidual, whn.'U rotiroincnt from polities had bnun supposed to be final, for his Secretary of tho Treasury and brought hihi'ag.iin boforo a public that had long forgotten him, tho small fry re publican politicians were unqualified in thoir delight. Thero was to be, thoy thought, a good, old fashioned, tako-ovorything-in-sight administration of tho Treasury department. Hut a change seems to havo come over tho secretary sinco ho was senator. Ho has imbibed of tho doctrine of civil service reform and there is woo in the camp of tlio faithful. The disagreements of Socrotary Viniloiu and certain congressmen come to light ovory day. When ho roturno.l to his desk tho othor day ho found a letter from Tom Keed, asking why tho lovenuo collector for tho dis trict embracing .Maine had not been appointed. The letter Mil forth that the Maine delegation was solid for ono candidate, and it appeared to tho writer uunarkahlo that tho appoint ment had not been made, To this potulaut communication ho replied that, as tho district comprised also tho States of Vermont and Now Hamp shire, and tho delegations from these States had agreed upon candidates from thoir respective States ho hesita ted to tsoleot anyone until ho "could moro fully investigate." Think of talking to a Maine man of tho politi cal rights of tho States of Vermont and Now Hampshire compared with those of tho mighty commonwealth of Maine! Despite tho alleged coolness between Col. Dudley and President Harrison few men havo a greater intluenco than Col. Dudley in tho departments, All day long his ollko is crowded with pcoplu who wish him to endorse them for appointments to clerkships in this or Unit department. As his sympa thies it im quick, tho reply is generally favorable, and tliiisthe number of people ho has endorsed for various po sitions must roach sovcral hundred. Thoy aro not alone Inilitwmiii. His iutluciii'o is greatest in tho Pun bion Human arid in tho now Census ollce, wljL'ie ho Jias already secured forty or fifty appointments. Tho latest sensation created by Sec retary Windom is his order regarding special agcnlh of the Treasury depart ment. Hereaftor oil candidates for such positions must appear beforo a ; board of examiners, and bo examined is to their fituoss. .1. H. C. .-.Ipj-lt win-.
