Undor the recent British Crimes act, many Irishmen notably a number of Irish mombers of Parliament linvo been sentenced for political offences, and committed to prison. Their treat ment whilo in prison has been the sub ject of excited discussion in Kngland. They have complained not only of un healthy cells nnd bad food, but also of being forced to wear the clothing prescribed for ordinary criminals, and to mingle with thoso criminals in hours of recreation. Not long ago n prominent Nationalist, named John Mnndvillo, who had been imprisoned, died a short timo nftor his release, and the coroner's jury declared that ho had died from the effects of ill-treatment by tho prison authorities. Mr. Gladstono and his adhorents do- claro that such treatment of men who j have been found guilty, not of social crimes, but of inferior and purely po litical offenses, is not in accordance with tho practico of civilized nations. lho Liberal leader, on a recent occa sion, went yot further than this, and assorted that not oven tho barbarous and cruel King "Bomba" of Maples plnccd political criminals at loast, thoso convicted of a less offonso than high treason on a footing In prison with inurderors and thieves. It is quite truo that civilized nations in modoni times havo been in the habit of making a clear distinction betweon political and other captives; and oven a London paper, friendly to tho presont Tory Cabinet, declares that. In the treatment of the imprisoned Irishmen. "England stands on a lovel, not with the advanced nations of tho world, bul with the most backward States." Switzerland is to-day a securo place of rofugo for Kussiar conspirators and offondors against the Czar's crown; and England has for many years boon tho asylum of Italians, Russians.
