POLITICAL PRISONERS.
Bow Irish NntlonittUts Are Abased In ft.
RliRh I'enal Institutions.
Undor the recent British Crimes act,
many Irishmen notably a number of
Irish mombers of Parliament linvo
been sentenced for political offences,
and committed to prison. Their treat
ment whilo in prison has been the sub
ject of excited discussion in Kngland.
They have complained not only of un
healthy cells nnd bad food, but also
of being forced to wear the clothing
prescribed for ordinary criminals, and
to mingle with thoso criminals in
hours of recreation. Not long ago n
prominent Nationalist, named John
Mnndvillo, who had been imprisoned,
died a short timo nftor his release, and
the coroner's jury declared that ho had
died from the effects of ill-treatment
by tho prison authorities.
Mr. Gladstono and his adhorents do-
claro that such treatment of men who
j have been found guilty, not of social
crimes, but of inferior and purely po
litical offenses, is not in accordance
with tho practico of civilized nations.
lho Liberal leader, on a recent occa
sion, went yot further than this, and
assorted that not oven tho barbarous
and cruel King "Bomba" of Maples
plnccd political criminals at loast,
thoso convicted of a less offonso than
high treason on a footing In prison
with inurderors and thieves.
It is quite truo that civilized nations
in modoni times havo been in the habit
of making a clear distinction betweon
political and other captives; and oven a
London paper, friendly to tho presont
Tory Cabinet, declares that. In the
treatment of the imprisoned Irishmen.
"England stands on a lovel, not with
the advanced nations of tho world, bul
with the most backward States."
Aftor tho civil war in this country,
tno (Joniouerato statesmen who wore
captured notably Jefferson Davis
were hold In mild confinement, lodged
and fed well, and kopt entirely sop
arato from tho ordinary criminals.
It is a fact, moreover, that, in thoi:
intercourse with each othor, modern
nations deal with tho cases of political
prisonors as if thoy stood on a different
footing from felons. Tho extradition
treaties provido for tho return of fugl
tlvo forgers, thieves and murderers,
from tho land whithor thoy havo OS'
caped, to that in which thoy havo com
mitted their crimes. But this Is rarely,
perhaps nover, dono by troatles, as tc
political refugees. Most countries
give to tho political offondors of other
countries what is called "tho right ol
asylum." If thoy onoo escape, thoy
may live without fear of danger, in t
land of thoir adoption,
Tho inslr.nr") of tho lato Marshal
Bazaino. who Iris just died, aftor f
troublous career, tit Madrid, is in point.
Tried and convicted of high treason,
ho was at first sentonced to death. His
sentonco was then commuted to im
prisonment for twenty years in the
fortress of Sainto Marguerite, famous
as tho prison of tho Man In tho Iron
Mask. In a short timo, by tho aid of e
heroic wife, the Marshal succeeded in
making his escape from tho fortress.and
repaired to Spain. There in Madrid he
lived in perfect safoty. Tho French
Govornment did not demand that he
should bo given up.
It somotlmes happons that, out ol
friendship, a nation will give up tc
another a political rofugoo. But this
rarely happjns. Switzerland is to-day
a securo place of rofugo for Kussiar
conspirators and offondors against the
Czar's crown; and England has for
many years boon tho asylum of Italians,
Russians. I'ole3 and Frenchmen whe
havo been guilty, at homo, of political
offenses. Notable Instancos of this were
Mazzini, who plotted to ovorthrow the
Austrian Govornment nt Venice, and
was received with open arms by many
eminont Englishmen; and Victor Hugo,
who Jivod in sorono oxilo for many
years on tho Island of Guornsoy.
Ill-treatmont of political prisoners is
usually bad policy as well as contrary
to modorn usage; or, as tho London
paper already quoted says: "Potty and
degrading conditions of punishment
will only help those to whom they are
subjected to bo olovatod to tho positiou
of martyrs." Youth's Companion.

"Front, Bhow this gontloman to room
406. Go with tho young man, please."
That Is what tho clork at a popular
downtown hotel said to a timid, pale
faced stranger who had applied for ac
commodations. "Ono minute, boy." ejaculated the
guest. "1 wish to understand matters
fully," and ho hauled from an inner
pocket a long, black book which ho
oponed with groat precision. Aftor
scanning a few of its loaves, ho said:
"No, sir; not me. You can't got mo
into that room. I'm paying for the
privilege Mr. Clork. What's tho mat
ter? Well, that room is marked, put
on this black-list horo. Seo? What
does It mean? I'll toll you In a very
low words. I may not bo as practical
as some of you Now Yorkors, but up
my way 1 urn considered a practical
business man. I am a great lover of
nowspapors and as my business re
quires a great deal of travel I mako n
point of noting all tho hotol suicides.
Tho papers usually publish tho num
ber of the room in which a sulcldo or
murdor occurs. Well, I keop track ol
these particulars and enter thom In this
book. I find that room 400, to which
you now wish to send mo, was tho
scene of a suicido last fall. I possess
r5li llttlo norvo, but not sufficient to oc
' cupy a room that is marked. If you
havo no othor I'll trysomo othor hotol.
All right, sir. Good day."
And as tho practical business man
started out tho olork muttered some
thing about oninksand thoiiowopuper-j.

Dr. Richardson, of London, who
has given great attention to tho subject

It Is often a serious operation to the dealer, but
there Is a more fcerioua "put and call" than
