His resignation was accepted, to take ef !ect on September 1. His record is that of a capable, officer, lie is an ;ast Tennessee man, tall and spare in stature, and in appearance and man ner the typical detective. During tho war ho was a Union man and did ?ood service. As a department officer ho has been a terror to rascals, and has hunted many of them out of tho service, even when they wero shel tered by strong political influence. Somo years ago, for instance, a Ver mont inspector was discovered to bo conniving at postollico rascality in that stato and was discharged. The man had been a henchman of Senator Edmunds, nnd the senator called at tho post ofiice department to see what could bo done. The postmaster gen eral asked the senator and the inspect or into a privuto ofiice and told Col. Sharpo to explain, which the inspector did very fully. "And you recommended tho man's discharge?" asked Mr. Edmunds, harshly. "Yes, I did," replied Col. Sharpo; "and had I known the man's charac ter sooner I would have bouueed him months ago." "Well, you did just right," said Ed munds, and left. One of tho most important duties of tho chief inspector is to detect rail way postal clerks who steal letters contaning money. To accomplish this Col. Sharpo follows a simple but ingenious system, which ho explained tho other day to tho writer. "To catch theso thieves," he said, "I had constructed a largo railroad map of tho United States, which hangs in my ofiice. Now, supposing a man mails a letter in Boston for Kansas City containing $0 a very bad prac tice, but people will do it. The letter never reaches its destination, and pretty soon we get a complaining let ter stating the circumstances. "Now, it tho supposed caso wero an isolated one, wo probably could do nothing. Tho letter, in going from Boston to Kansas City, would pass through 30 or 40 hands, audit would be useless to try to fix tho blame. But tho Boston man's caso is not isolated. Every day we get from one to HO similar complaints from all over tho country, and this fact, as you will seo, enables us to locato this mischief. "First, wo ascertain exactly where tho missing letter was mailed and its address. Then wo are ready for tha map I bpoko of. I tako tho Boston 1 man's letter and a bunch of similar complaints, and then I begin to stick pins into my map. I know just tho route which a letter would take to go frrn Boston to Kansas City, aud i ! stick pins along to sketch out this ' course. Then I take tho next com 1 plaint. Perhaps this is from a man I who lost money transmitting it from Mobile to Chicago. Very well. I trace out tho lino such a letter would tako. Tho third, perhaps, was sent from New York to San Francisco, tho fourth from New Orleans to Buffalo, nnd fifth from Saginaw City to Phila delphia, and so on. Now before very long the map begins to look quite in teresting. The pins nro strewn all over tho country, and wo notice one track say, for instance, between Chicago and Cleveland whero all tho lines unite. That's whero the thief is. "Knowing now where tho stealing is going on, wo ndviso our most trusted man in that division wo havo to trust somebody, you know that there is trouble in his section, and tell him to keep a sharp look out. We inquire in to tho habits and association of tho clerks, and wo are, perhaps, able to spot tho man at once. At other times it is more difficult. But wo nhvnys fetch him. Detection is certain." "But don't tho clerks know of this system?" "Perfectly wcli, "replied Col. Sharpo. "Then, why do they steal?" was asked. "An, thero you ask mo too hard a question, " said the inspector. "I'm sure I can't tell. I only know they do, and tho history of almost all cases is tho name. A postal clerk will be tempted, nnd will steal a letter that he ff.'ls has money in it. For tho next few days ho is scared to death. lie thinks everybody reads his guilt in his faco.and ho is certain ho will bo caught and put in prison. Ho resolves never to steal another letter, nnd possibly ho does not. But generally, in about a month or two months, Ins fear and remorse havo worn off. Evidently ho haa not been caught, and is not sus pected. A good chance conies and he steals another letter. This time ho does not wait a month before ho tries it again. And before long ho is steal ing all tho lotters ho gots hold of which contain money. About that time I nm sticking pins into my map. It is sure death. Insanity and dissipation havo pre ceded suicides and family murders. Ono feature common to almost every such crime challenges attention. Well nigh every report of suicide and family murder mentions tho perpetrator ns having "for somo titno been subject ' to melauchwly." Whence comes this? All recognized medical authorities tell us that tho firo which consumes tho brain is always kindled by derangements of digestion; that good digestion is impos sible without pure blood, and pure blood is never known when the liver and kid neys aro out of order.
