ROSEBURG REVIEW FRIDAY, MARCH, 5, 1886. DEMOCRACY THE BEST. THE SWAMP ZAXD SWIXDLE. Ed. Review: The expose of he swamp land swindle made by Hon. T. W. Davenport in last Thursday's Oregonian should attract the attention and'excite the indignation of every man in the state outside of the swamp land ring. The acts of the state board in aiding and abetting this swindle upon the people of the state ore open to the severest censure. In placing beyond the reach of actual settlers and in the hands of such cormorants as Hen. Owens nearly five hundred thousand acres of the best lands in the state, these officials have betrayed a trust reposed in theni bv an honest, confiding people; according to tne - records as shown by Mr. Davenport, the afore said Owens has been allowed to pur chase, (I helieve thats the word) under Governor Thayer's administration 127,- 951.48 acres and under Gov. Moody's administration 356,108.37 acres. Ver ily a beautiful condition of afiairs, and this all done under the forms of law. me swamp land Act ot ioiO was a I disgrace' to the statute bcok, "It was conceived in sin and brought forth in iniquity," concocted by an unscrupu lous ring, (many of whom filed on thousands of acres before the ink was dry that gaye the Act validity) to des- A Democratic government is a gov ernment by the people and for the peo ple. It imbibes the law and spirit of pei-fect liberty. It was the chief char teristic of patriots and humanitarians of our glorious country in 1776 and is still alive and reviving and will last as long as mankind. All law exists0 in principle and in fact and when endorsed by society and mutually adopted upon Democratic principles it is no difficult matter to obtain obedience to the law by the con sent of the governed . But should our government assume another form ad veise or foreign to a Democracy and a law should be enacted just and exped ient in its nature it oulibe more dif ficult to obtain respect or obedience from the people. Aji intelligent and free people who are law abiding are not much inclined to compulsory measures though they will abide by the decision of the majority. The majority can suppress evils which a minority never did nor never can do.
