This is simply the observance of the four year tenure of office act and protects and makes absolutely free of the exe cutive, the honest and capable officer for his term of service. Having been chosen in the Urst place cn account of qualifications he is not iii'any measure bounden to any man except to do his duty. This is nothing more than the correct thing to do and is such an ex ample of true Civil Service Reform that will at once convince the people that the President and the Democratic party is torrbly in earenest. This is no fancy picture but is a correct state ment of iIih iuteutions of he present administration. With other abuses cor rected it is evident that a great savin" of mone will be accomplisned and con sequeutly a reduction of taxation and a revival of old fashioned ideas to hon esty and retrenchment in everv branch and department of the general govern ment.
