which has led the Russians to repulse

appointed for life terms. Yet the
other extreme, which however, is 'more
consonant with our form of 'govern
ment, frequent changes in 'official Tfe,

system. Under it has flourished and
been fostered official corruption'. The
most flagrant abuses . ha e grown up
and political parties have been formed
i'nbo grand armies to contend for spoils.
But like all evils that grosv your by
year, public opinion finally revoit3 and
tiiiik works' the necessary cure. But
between these two extremes one build
ing up a shoddy aristocracy with un
Repnblican ideas aiid tlie other losing
sight of patriotic principles in the
helter-skelter for spoils,' there is the
safe middie ground that'is wisely belli"
pursued by President Cleveland. This
is simply the observance of the four
year tenure of office act and protects
and makes absolutely free of the exe
cutive, the honest and capable officer
for his term of service. Having been
chosen in the Urst place cn account of
qualifications he is not iii'any measure
bounden to any man except to do his
duty. Yet when his time expires the
American systeru'qf rotation in office
irt its enforcing ! of natural and just
principles turns the office over to sofme
one else, who has been in harmony
with t! le powers that be. T.ius at once
is given the check to shoddy aristocracy,
to the spoils system that makes the
offices simply booty, aud adds that
healthy stimulus that is necessary to
k'eep up those necessary evils party

We are glad to know that, many of
onr Republican' neighbors and conttm-
poraries are' vell pleased with the new

that the decrease of officers under the
Cleveland administration will amount
fully to 20,000. At an avei nge of $1,-
000 per annum salaty this would mean
a saving of $20,000,000 annually or
S80,00Q,000 dining a s.ir.gle Presiden
tial term. This is nothing more than the
correct thing to do and is such an ex
ample of true Civil Service Reform
that will at once convince the people
that the President and the Democratic
party is torrbly in earenest. This is
no fancy picture but is a correct state
ment of iIih iuteutions of he present
administration. With other abuses cor
rected it is evident that a great savin"
of mone will be accomplisned and con
sequeutly a reduction of taxation and
a revival of old fashioned ideas to hon
esty and retrenchment in everv branch
and department of the general govern
ment. Truly fthefe have been many
flagant abuses and' the pruning knife
of reform came none to'onh.'

islation the affairs of the Indian Bur

B.ureau. Gen. Miles, of the army,' fe

Cleveland sent forGdn. Miles the other
day aud had a long talk with him upon
tlie subject. Gen. Miles said he would
take th contract to make every Indian
in his department of the extreme North
