This is demonstrated by the change from Gar field arid Bla;ne to Arthur, Conkling and tho eld Grant ring, which is now on exhibition, fixing tho slate for 1881. The olc! stalwart wing of the party are masters! of the situation; they have the places and the organization and will not release the ono nor give up the other, but unsparingly use tho paity lash to bring to terms the refractory "half breeds." Should Arthur bo renominated, os present appearances indicate, the " half breeds" would be asked to forget all about his being turned out of the New York custom house by Hayes in order that the oce might bo honestly ad ministered; they would be expected tp chut their eyes to the painful truth that he vetoed the Chinese restriction bill; that he aa his seal of condemnation ppon certain of our improvements and defeated needful appropriations for the improvement of the rivers and harbors of the Pacific coast. They would bo expected to eraco from their memo ries' tho weeks of suffering by tho Po tomac an4 tho death at Elberton of the murdered President, while Arthur was ploseted with Grant and Conkling, forming his administration and devis ng ways and means for the escapo of jthe band of thieves who for years had been plundering tho government and who tho brief ad ministration , of Presi- jdo&t Garfield had unearthed and ex posed to such an extent as to maka a prosecution necessary. So dexterously has the party lash been applied that even here on this coast the Oregonian, a paper that made some pretensions to respectability, is forced to eschew it3 opposition to Btalwart bosaism and swallows the old ring, with all its corruption and nasti cess, whera only a few short months ago it detected blood stains on the President's robes and publicly de claimed through its columns that tho opposition of Conkling, Arthur & Co, to Garfield's administration was the tu-imary cause of his assassination. It at this time finda itself at a lo3S for choice expressions to sound the praises pf that great incubus, as tha presi dential party approaches the Pacific slope. Take th Oregonian then and now and one i3 forced to exclaim : ?f Consistency, thou art a jewel " in the Republican household, and it is well that the bretheren should dwell to gether in harmony, that the people pay be robbed of their substance. . The pressure that has been brought to bear on tho Oregonian and pther leaders of tho " half breeds ' s not so mysterious but that it pan bo seen by the naked eye. Having cap tured and whipped iu the refractory leaders, tliH rank and filo will be ex? pected to march up to the polU and yoto the ticket straight, just as tho bosses dictate, and that without a mur mur, whether they like it or not. The stalwarts having received such a setback in 1S80, will not permit of a repetition in 1884, and so thoroughly are they executing the work they havo lo hand, that it will be impossible for any considerable opposition to tho ring to get ssats in tho convention of 1884. There vv ill be no dark horse this time. In Virginia there is a strong secession pi Republicans from the readjuster or Mahone party. The secession is led Tjy a politician of some local' celebrity named Dezcndorf, formerly a member .of Congress, .It threatens the ascen dency of tho Mahone party in th state, Binee it will take away from that cr. ganization all the influence commanded by the Republican statesmen who have been pushed into the background by he Mahone movement or ignored in distributing the spoils. The 'regu Jar" Democracy are much elated by the quarrel and division of their oppo nents. A Concqbp, N. II., "telegram to the .Oregonian of the 2d inst says: The jforty-second ballot resulted-' in the election of Austin F. Pike for United States Senator for six years, from March 4, 1883. The result of the Lai lot was greeted with tumultuous ap plause. Pike is 63 years old, a lavyer In active practice, has been a represent ative in Congress, and is considered one of the ablest Republicans in the fttate. If the protectionists expect to retain their hands in the t pockets ot the peo pie, thy will have to abolish the study f political economy in our schools and colleges. By such a policy the chances for fraud and pecu- ation are increased. It is by frequent changes in the ad ministration of the affairs of govern ment, that the safety and perpetuity of our institutions lay. It is by fre quent rotation in office that the people become familiar with the affairs of gov ernment, and the greater number of our citizens are instructed in the pub lic service. Where the peo pie aro educated and familiar with the affairs of their own government it u their own fault if they suffer abuses of the public serviee long to continue. But wheie they are uninstructed and know nothing of the forms and methods by which the public sefvice is con. ducted, tho means of detecting abuses are cut off and they are powerless to remedy any evil which may exist. The policy of long tenure for the appointees of the jrovernmetit is a snare and a de lusion and intended for fraud and pec ulation. ' Minnesota Democrats St. Paul advices, August second, say: The Dem ocratic State convention assembled at noon to-day. C. F. Buck was made temporary chairman. After appoint ing the usual committees and a recess had been taken, Chairman W. W. Mc Nair was nominated for Governor, Biermann being the only other candi date, on the first ballot.
