The bill introduced by Senator Pen dleton of Ohio, to reform the civil ser vice of the government, has- passed both houses of congress and will un doubtedly be approved by the Presi dent. The bill met with some opposi- tion, not only from Republicans, but Democrats. The Democratic opposi tion was caused by the belief that the bill would not accomplish the object sought ito be btained.
