spoke of the inefficiency of our navy
arid the contempt that it 13 held in by
foreign nations! It is well that at least
a portion of the putlic press of this

country, notwithstanding its desire for

have been continually preparing fur
war and say that tha strongest and
most convincing argument in fvor of
a continuous peace is to be thoroughly

ble, with their 1700 and 2000 pounds
of steel shot fired from their 81 ton

At the Bermuda, Halifax and Bahama

The bill introduced by Senator Pen
dleton of Ohio, to reform the civil ser
vice of the government, has- passed
both houses of congress and will un
doubtedly be approved by the Presi
dent. The bill met with some opposi-
tion, not only from Republicans, but
Democrats. The Democratic opposi
tion was caused by the belief that the
bill would not accomplish the object
sought ito be btained. It may be true
that the law will prove defective, and
thatlriH iu-publicans can. drive a cuacu

with the Chinese restriction bill, but it
