HE CQRVALL1S GAZETTE TCBSDAYS AND FRIDAYS, Editorial Comment. TARIFF. Republicans have wisely said that "the tariff should be revised by a Republican congress," the friends of the protective system continuing the idea of protection to'home industries instead of its enemies, the Democratic party, who would conduct the revision along the lines of free trade. The Democratic National Plat form of 1904 contained the start ling announcement that "We denounce protection as a rob bery." On the other hand the Republican National Platform for the same year stated that "Pro tection which guards and de velops our industries is a cardi nal policy of the Republican par ty. ' ' Thus we find the two great parties directly opposed upon this great question. The idea of levying a tax on commodities en tering a state or country from another country it is said origi nated in order to require the per sons from abroad trading in the country to pay their share of the expense 01 administering me government. The good order and laws of the country and its commercial con ditions were maintained by the government, for whose support the local producers, merchants and all other citizens were taxed, and it was held that merchants and manufacturers from abroad enjoying the privileges of trad ing in that country should con tribute their share to the sup port of the government, which thus assured them these trade conditions. This seems to be a doctrine founded upon equity and correct principles, because the foreign trader carried away with him all of his profits and spent it in a foreign country, while the domestic dealer expended his profits in his home country and in the employment of the labor ers of the community. A tax in the way of a tariff was therefore placed upon commodities enter ing a country from abroad. As to what classes of commod ities this tax should be levied upon has given rise to the coir tentions between political par ties ever since the questions of tariff have been discussed. The Democratic party contends that "free trade" is the better plan and consequently tariff should be levied for revenue only, and solely upon such articles as are imported into the country and not raised therein. On the other hand the Republican party as serts that while the tariff should be used for the purpose of rais ing revenue, it should be levied upon such classes of articles shipped in from foreign countries and also produced at home, thus protecting home manufacturers and producers and affording bet ter and more remunerative wages to the laborer at home. During the next four years the plans for constructing the Pan ama canal will be under the friendly counsel of President Roosevelt and much material progress will be gained in tv,p work during that time. The President's action in recognizing the new republic of Panama and treating promptly with them so as to make it possible for an early beginning of that important work has been approved by the large vote accorded to him in the late election, and the prose cution of this great work is truly in the hands of its friends. Early in the sixteenth century the statesmen and intelligent men of the nations of the world dreamed of an interoceanic canal across Central America. In 1527 men in Portugal, Spain, England and other countries proposed plans for a canal across the isth mus. In 1826 delegates from the United States to the Panama Congress were instructed upon this subject John Quincy Adams and Henry Clay were earnest ad vocates of a canal. It was the subject of a resolution of the i United States senate in 1835 ask ing the President to open nego tiations with other nations for the protection of parties who might undertake to construct a ship canal across the isthmus. On December 12, 1846. a treaty between the United States and the Republic of New Granada was concluded on that subject, which is still in force. Under the recent prohibition vote it is decreed that Benton county and Corvallis especially shall be on the dry list for the next two years. It is freely talked by considerable numbers of people that under the dry sys tem drug stores and other places devised for the purpose will sell liquors for intoxicating purposes and not the saloons. It is safe to say that the people maintain ing the present drug stores in Corvallis are law-abiding citizens and they will not sell intoxicat ing beverages except strictly ac cording to law. ine law ap plies as strictly to drug stores as it does to saloons. A drug store has no special privilege under the law to sell intoxicating liquors. A penalty is directed against every person who may undertake to sell liquors contrary to the law. The law permits to be sold pure alcohol for scientific and manufacturing purposes, wines to church officials for sac ramental purposes, and alcoholic stimulants as medicine in cases of actual sickness. It further nrovides that such stimulants shall only be sold upon the writ ten prescription of a regular practicing physician dated and signed by him, and certified, on his honor, that he, the physician, has personally examined the ap plicant naming him, and that he finds him actually sick and m need of the stimulant prescribed as a medicine; and that every person selling such stimulant upon such prescription shall can cel such prescription by endors ing thereon the word "canceled' and the date of cancellation, and shall file it away. Daily Boat to Portland. In accordance with the regu lar yearly custom of the Oregon City Transportation company, the boats of the Willamette river route have commenced running from this city to Portland. The company have shown more than their usual enterprise this season, and will give Corvallis a daily boat service. This will be ap preciated by our merchants, who have found the boats a great con venience in the past. The out look for plenty of water in the liver is good, and the service wil be regular and reliable. G. T. Buckingham takes charge of the office this week and will do the hustling for business. See their act. in this issue. The company will have two regular boats on the run this sea son, the Pomona and Oregona, The Oregona made the first trip up. arriving in Corvallis at 10 o'clock Wednesday morning, with Capt. The farmers of Ben ton are to be commended for their sacrifici and zeal in this matter. When the farmers of Benton undertake to do anything they usually do it and do it Well and quickly.
