"Not by no means". Mr. William Randolph Hearst is still in the running, and still, in his own opinion, the leading candidate for the presidency on the demo cratic ticket And why not? Not more than half of that two million is gone yet, and if there isn't lots of fun leit in the balance, we don't know Willie. According" to the meager dispatches recorded yesterday two Russian Battleships and one Cruiser have been disabled and beached. What a traversity on the boasted civilization of the 20th century. Isn't there such a thing as "getting too much of a good thing?" Wouldn't the barbarism that lives in plenty be preferable to the civilization that allows one man in every 400 to live in affluence while the other 399 who pay the expenses work like slaves for starvation wages. One man in every six in London dies in the hospital, the poor house or the prison. What a costly thing is England's boasted civilization. - Do ihe schools of Corvallis practice the fire drill? Look to it. citizens of Cor vallis, that this precaution is taken, and our liitle ones are drilled at least once every week in this most important matter. The Journal instances a case cl a fire which broke out a few jears ago in one of the largest and most crowded schools in Buffalo, where the drill was a weakly matter of course, scarcely caused any excitement among even the smallest of children.. Although they were forc ed to go down a flight of stairs where the smoke rolled up in considerable volume and the fire could be seen and heard plainly near-at hand. They pass ed steadily down and out into safety, quietly en couraged by a word from the teachers who stood by until every one was on the street. It is better to be sure than sorry. ' j have no dry docks on the Pacific, except a small one at Vladivostock, and this cannot be reached by these vessels without running the gauntlet of the Japanese navy in the narrow yellow sea. The naval supremacy of Japan in the Pacific may be consid ered as already won. 5 Works of practical philanthropy merit and should always receive, due recognition. We honor ourselves when we do honor to the man who per . forms a noble or heroic act. So when we see the useful but heretofore tabooed epithet "You are a liar" which has formerly only been considered worthy of the brothel and the barroom, rescued from the ignominy that has aioretime surrounded it, and introduced into polite society, we should naturally feel the joy that goes out to the one sin ner that repenteth. Henceforth with the sanction of ordained authority we are at liberty to teach our children the polite phrase: "You are a liar," which has necessarily become the retort courteous by virtue of being made, the retort ecclesiastical. There is considerable talk among prominent men in the city regarding the scheme of supplying Rock Creek water for Corvallis, and issuing bonds to raise money for the purpose. The work to be done, and the property to be owned by the city. The College water supply has proven inadequate, and it is probable that the amount of water which the College would require would be sufficient, at a reasonable and satisfactory price, to pay the interest on the bonds, leaving the full city income intact for redemption of the bonds, or any other purpose the council might see fit. The water ques tion is one ot the most important that the city has to settle. It is well to consider what steps are necessary, especially in regard to the issuing of bonds, and push the work forward. fc? The one great lesson of the Baltimore and Chi cago fires seems to be that when we face a battle with one of the elements of nature our puny efforts are weak and ineffectual. Our boasted skill and science pales into insignificance before the force we cannot conquer the mighty power that to us is irresistable. The dreadful calamity that has overtaken the fair southern city bespeaks for her the heartfelt sympathy of the whole country. It is true that very few residences were burned, but the loss of employment by the people of the burned district brings sorrow into nearly every residence in the city. Nearly 50,000 men are thrown out of employment. Baltimore is a city of homes, and the home spirit pervades the entire community. By the latest estimates the loss has already exceeded that of the great Chicago fire, and it may be years before the monument city fully recovers from the calamity. A special dispatch from Tokio, dated Feb. Toth, says it is report ed that three transports of the Russian " fleet, convoying about 2000 troops, were captured by the Japanese off the Corean coast. Tidings. iS Russia, which had freed its serfs before we emancipated our slaves, has now anticipated our most advanced factory legislation with a law pro viding compulsory compensation for emplovees sustaining injuries of any kind while at work. If the ( accident proves fatal an annuity is payable to the widow or the children. This annuity, which is to equal the employee's wages for 260 days every year, is seen to be very liberal. Perhaps the most interesting aspect of the law is that it is passed in the interest of labor with imperial consent at a time when the government is giving the strongest encouragement to manufactures. While Lake Michigan is frozen over from shore to shore and from end to end with winrows of ice packed upon its bosom twenty feet high and miles long, the Willamette valley is enjoying delightful weather. Roses are blooming in the gardens and yards. There has been no freezing weather all winter and no ice and practically no snow. Verily this is the garden spot of the land. While the East is held in winter's icy hand and while com merce and business are shackled by the frost king, the Willamette valley with its chinook breezes is beckoning to the weary traveler from the East and bids him welcome to this land of riches and to this salubrious climate. News. Say, boys, don't believe it when somebody tells you something about your ehum. Friendships are worth more than money. Don't let anybody steal your friendship for another boy. Give the accused the benefit of every doubt. Go farther than this when somebody tells you something bad about a girl, make him prove his charge instantly, brand him publicly as a liar and a scaadal monger. The good name of girls should be under the direct pro tection of boys. Girls are weak, and boys are strong. The boy who fails to resent an evil charge against any girl of his acquaintance is a greater coward than the soldier who runs off the battlefield. As a rule it is a poor business to call names, but it is almost justifiable to hurl liar into the teeth of the boy or man who . imputes evil to any girl among your associates. The boy who fails to rebuke the slanderer of girls is all unworthy the notice of the girls in his own social set. Pajaro- nian. The Japanese have captured at least five Russian commercial steamers, including the Ekater inoslav, Moukden, Russia, Argun and The Alexander They, were captured by the Japanese in Corean and adjacent waters at various times since Saturday by small cruisers. Some of the steamers are rich prizes. Good Stroke for Japan. Tokio, Feb. 10. Japan seized Masampho Sunday and dispatched a heavy force there. Japan will for tify the port and establish a mili tary base mere. Masampno is an exceedingly important point as it controls the Corean Channel and is an excellent base for fu ture operations. Russians Rout Japanese Vladivostok, Feb. 10. Pri vate telegrams received here re port the complete rout of the Japanese by the Russians on the Yalu river.
