Mayor Woodcock has issued a call for a special meeting of the city council to be held this even ing at 7 o'clocki At this meet ing the matter of making some changes in the specifications, re cently drawn by the council, for a system of water works for this city, will be considered.; Atten tion' will also be given to the subject of the citys light sj stem. The franchise held by the pres ent light company expires June ist, 1903, and the advisability of asking for joint bids on water and light franchises has been the subject, pf much recent, discus sian by citizens generally. It is argued thaf the two plants can e operated jauch cheaper under one management, than if conducted separately, and, for this reason, the city can get bet ter terms by giving bidders an opportunity to conduct ' both plants nndtr one management. Parks are numerous and they are all fine. Sundays there are free concerts in one of the parks,Twhen a pro gram of good music, is most ac ceptably rendered by competent musicians. : . "Perhaps in the entire United States .-there is no city that can boast a better street car service, and few can claim as good. .For a few cents one can go so far 'and see so much. In many respects it is akin to Fairyland. This, of course, is as you see it; think ing makes jt so. And yet -. There are times when my heart goes back to Corvallis and Cor vallis friends, and I wonder if ever I shall be weaned away from the 'ld town and f. associations that have made , it so' dear What is it that , lays such a hold upon rone, once ; they become a a part of that little . commu nity? We rail against the place, readily lay bare its faults, and love it still. It is almost a case of 'absence makes the i heart grow fonder,' but not quite." Real Noblemen Cemins. . - Corvallis is to have a party of distinguished visitors about June ist Forty-six German agrieul turists among their number members of the nobility, ; feudal land barons and scientists in the employ of the . Kaiser's govern ment, are to make a complete tour of the United States during the early summer, for the pur pose of studying American meth ods of agriculture and stockrais- lng. They will arrive in New York on May ist," and will be met by J. I. Scbultz, of the United States department of ag riculture, who will .accompany them on tneir trip by. a Southern route to California, up the Pacific coast, "and back; to the Atlantic through the northern tier of states, occupying a . period, of nearly two months. The party expects to reach Portland on the night of June ist. The train bearing the special cars will move down the Willamette valljeyl making occasional stops to enable the visitors to inspect liop "field, orchards and dames. A visit will be made to the Ore gon Agricultural college, where an investigation will be made of the college and station. - ; Are no Exemptions. The last legislature 'made changes in the assessment law, which if there is no way of get ting; around them, will make trouble for numberless, small property 'holders whose belong ings have heretofore been ex empt: The difference between the old law and the new one was discovered recently by a Portland attorney' and the matter has been submitted to the attorney-general for his opinion. .. . . While ' the new law will not have 1 any effect this year, it will result in material changes in tfye years to come. . l ; v framers omitted from the list of exemptions the $300 that has al ways, been exempt; atfd the law also requires thathe sheriff must levy on tne same , personal prop erty, assessed for the personal tax if not paid. -v The two clauses of section 3039 of the old law which are omitted in the general laws of the session of 1903, are as follows: "7. The personal property of all persons, who by' reason of in firmity, age b?te poverty may, in the opinion of the assessor, be unable to contribute . towards the public charges". "8. The personal property of every householder to the amount of $300, the articles to bef select ed by the householder shall be exempt from execution." Under this law the! assessor has no option but must assess every bit of property, real" and per sonal, ot whatever-value he can 1 find ; weanag ? apparel, jewelry, literature, or what not. Another provision n the law. of- IQ03, which may give rise to some inconvenience, is the fol- fliowing : "He (the sheriff) -shall levy upon tne persona- property on which such taxes were assessed wherever the same may be found, and regardless of the ownership thereof at the time of such levy." This means that if you buy a suit of clothes after the assess ment is made and before pay ment" of taxes is due,, and the merchant fails to pay , such tax," the sheriff may sieze the clothes an yourback to make good the amount of that merchant's in debtedness to the county. Such an emergency is not apt to arise, but it is a possibility, i Contribute Liberally. The street carnival to be given June 10, 11, 12 and 13, under the auspices of tae auspices of the- Woodmen of the World (will be the biggest thing in the way of .a celebration ever seen in Cor vallis. Aside from its novelty, it has the attractive features of a Fourth of July celebration and a circus combined. TJiere will be no end of amusement, and visit ors will be attracted to this city irom a radius of .twenty miles. Special rates have been secured over the railroads, arid as there will be no counter 'attractions in any. of the adjoining cities at that time of vear, Corvallis will be crowded witla amusement sejekers, a, committee pi vvooumen are canvassing for subscriptions from local business men; Donations should, r and no doubt will, be liberal. . Much money will be expended here by visitors, and the immediate gainv will accrue to our local business houses. The carnival differs; from, the kind of celebratioqs heretofore held in Corvallis, in this essen- tial feature: It brings money t to a' city as well as. providing-; eiitertainment for those who participate. Being in session four 'days fevery farmed and member ofThts family in the county is enabled to attend some time during the carnival. ." Peo ple are liberal , on holiday occa sions; and we predict a rush of r business during : the carnival. Funeral is Today. i Mrs. ,Casper Zierclf died at St. Vincents hospital in Portland last Sunday morning. She was taken to that city a week ago to undergo an operation for cancer. Upon examination, the surgeons found that the dread disease had attack ed the liver and made such pro gress that an operation would only hasten death, and relatives were advised that no help could be rendered her. Preparations were made to bring the patient home when her strength would permit, but she never rallied. iThe body, accompanied by the husband and daughter, Irene, was brought to Corvallis on yes terday's westside train where it was met by sorrowing relatives who followed 'the hearse to the family home. 12 miles south0t this city. .
