"Roadwork was very active hrougkout Benton county dur-no- the month of Tune, and more bermanent good has been accom plished than ever before. It is Jffirnlt to see how more could lave been accomplished during his time by any .method hich has been offered. No one who wished to work the roads, has been prevented from ioing so. All who applied for Jwork have been given empioy Jment, and as the wages paid fwere higher than were provided 1 - 1 "4. by any plan thus tar proposed, it is reasonable to believe as many men were at work as were dis posed to accept employment of this kind or were anxious to as- feist in the betterment of roads. fThe funds supplied by the 2-rhill Ttax were sufficient to aeiray me Icost of most of the work done, but where a shortage occurred it hrill be pieced out by appropria tions from the county treasury . More Abaut That Petition. Corvallie, Or., June 28, r9t)2. Editor Gazette: la record to the petition of the Coast ,aud & Livestock Co. for reduction of its ixe, from $455i.i8 to $450 or about nine nths of the amount due, as shown in ,H3 letter in last week's Gazette, I totice from the petition of M. M. Davis, mat. for that company, that to make a Attlftment of Ithe whole matter, and to avoid litigation, the company ia willing fto pay $t50 settlement of these back taxes amounting to ver ten times tnat much. I hv b3n wenderinjj if that would h a orettr Kood investment for all class es of taxpayers to make about once a year. Or once in six years, ty letting their taxee for that time go delinquent. Bat how would the county come on.' How would it pay its state tax? The county has alrea ly paid the btate on this prop3rty two or tnree or more umo wc amount Ithis company oilers to pay. me county now, toget out of this honest debt. Suprosa the county does make the com- nnv a ctft of something like M.uuu be cause they ask it, and then makes a sim ilar gift to other people asking the same kind of relief, how long would it be until the county would be hopelessly bank rupt? Mr. D-via may ssy that they have paid $S22.8i on this tax. Then how did he get his house? That payment on ac count of i89u taxes, which he paid indi vidually, as stated in his petition, was the bid he made at sheriff's tax sale, on Dec. 23, 1S97. And it is what according to the county records, and other infor mation, he paid fr nis residence proper ty here in Corrallis. If that money ia to he naid back to Mr. Dav'i9, by the county according to the claim he hinta at in his petition, then who gets the house? Mr. Davis may eay, he traded the depot prop erty to the A6toria Compauy for the house and two lots, but if he makes that argument, then where did he et the depot property? The same identical $S2i.Si j aid f ir the tax certificate which he got at the tax s.ile, and included both the residence property and the depot property. It looks very much as it the Astoria Company, whose president is al so president of the railroad which has this depot proj orty, ha j been furnished with an opportunity to make that kind of an exchange and avoid litigation. In bho.-t. the hint of litigation, the hint of a claim which Mr. Davis hints at in his petition to the county court, looks very Jmuch like well, something one does not like to mention. The petition goes on to eay, we have DO expectation of collecting the above amount (taxes, asked to be released, 9-i0 of their honest tsx debt, or something like that), or any part thereof from Mas fen, receiver, or Coe, trustee. Now I HE CORMLIS GHETTL this plain question. Hare they not and already received this tax? Was it not a of the price they paid the receiver for this land? If nat thea tieoner3 back of them would like to know it. The tame parties who are said to have under stood that this tax catered into the con tide ration for the property liefore they 1 pst-itt!. or wr.ived. objections, to a ns; lien, at all t,y the rett'wr. OIU company had the matter thoroughly in vestigated by competeut attorneys, who advised ns the taxes as assessed against Geo. S. Coe, trustee, and Arthur II . Mas ten, receiver, were not a valid lien against these lands, and that the collection of them could not be enforced as against the lands or other assets of oyr company. Therefore in all of our sales we have giv en the purchasers full warranty deeds, which we are prepared to protect. No business man pays invalid claims which may be claimed against property i,o,l.oa mirr-hnaprl in pood faith. and in the purchase of fchese lands we did not expect to assume to pay those taxep. Our attorneys have always advis ed against making any settlement what ever, and it was only after strenuous ef fort i. iv nrt. that I was allowed to 1 1. urnimaitinn that I did. Allicll iiianv ...v i' 1 was cnlv made to gi e Benton county the same opportunity which Lincoln county had to secure sotnethiuz out of the mat ter and to get the business settled at once. Notwithstanding the in inr.ations and innuendos of "Citizen, it ia a tact .....11 l-nntun in I ho ndu'firs of the countv and to all attorneys who have looked iuto this matter, that those taxes cannot be enforced against our lands or the proper tv, so it then is a simple business propo sition, as to whether the ccuuty will take something when it can get it aud make a settlement, or take nothing at the end of an exnensive lawsuit. There has ueeu no secrecy anoui, mis proposition, nor has the least influcne? "Citizen" eavs that we want to ray ia r.tvt tn tp with $450. or less than iO per cent, which is not t'tie. Of this I4.G00 the county has already had $822.80 which I Daid them for my tax certificate on the sale for the iSCKJ taxes, (and of which I shall certainly enforce the re turn, if those taxes are proven invalid), the $i4S, in cash offered making $i42d.8il. a mnrli crestpr npr cent than Lincoln county received. He also 8)Maks of the assessment of the O. D. Co. lands but does not tell the amount the countv re ceived from the court for about eleven years taxes, even when there was no question of validity brought into the mattfr. Again he says that; we paid our taxes for the year iSKU os-essed at the late of 80 cents ier acre when the records show that the lan. la were assessed at ihe rate of $1.25 er acre, the name as all the other grant lands were assessed. He seems also to want to insinuate some thing about the transactions in my pur chasing the Corvallis property, but all there ia about that ia that I bid it in in the afore mentioned tax sale, and afur I had my tax deed of iecor;l found tht.t I was liable to have trouble about this deed on account of the tax hen being in valid, so I bought the property on the best terms I could, and it ia my own business as to what I hal to pay for it. I feel sure that whatever action the court mav see fit to take in this matter, will I e done for the best interests of the countv in the light in which they see it, ai-cording to the information they have on the subject. I do not desire to influence their jndiiment is the least, it being a simple bsine s proposition with we us not believe me laxes area and are not jjoii;; to pay ihem un less they are proven to Ik," iut we are willing to pay the amount ofiercd in or der to save "a lawsuit and get prompt settlement.
