CONSENT OF THE GOVERNED. The democratic press, demo rrMir leaders in congress and nm oais? n workers are making much ado over government with- nont the poveruetl in the Philippines. They portray the course of the republican par nA administration in these islands as despotic, tyrannica iiftrlv subversive of the CbUU www- J ' spirit of the Declaration of Inde nendence. All this is the boldest demago gy. Throughout our whole his- tnrv we have p-overned men wun t tliir rnn;ent. We have al ways done so in our territories: Anna er tndav. What man in iitiv territory votes for gover nor thereof, or judges? They have a delegate in congress, -but he has no right to vote on any public measure. His advice mov smiP-ht and followed on matters oertaininp- to the territo ry, but more frequently he i whollv liquored. Tbrougti a. the years we have governed the Indians without tneir consent Tint few of them have ever been or can be fitted for even a limit ed degree of self government The citizens of the District Columbia are governed by laws enacted by congress and admin istered bv commissions appointed lw the nresident and confirmed "7 r bv the senate. We withhold self government from the people ot our territories mainlv for two reasons: tse cause they are unfitted for it. or Vkrante thev are not numerous o-h to conduct an organized eoverament. When qualified for it we have sever refused them the full measure of self govern ment guaranteed by our consti tution and contemplated by the signers of the Declaration of In dependence. This is just what we are doing and shall do with the Filipinos. Can the demo cratic party do more? Dare it advocate less? Were the Philippines prepared for state-hood the republican par ty would bring them into the American Union; the democratic party would surrender our sov ereignty over them and leave them to their own devices. But Mr. Chamberlaui would not haul down our flag there. Oh, no; not he. But he would plant it on the constitution. He knows, every intelligent citizen knows that the Jonly part of the constitution which the flag car ries to any ot our territorial pos sessions is that which declares "That coagress shall have power to dispose of and make all need ful rules and regulations respect ing the territory or other proper ty belonging to the United States." The Philippines are governed according to the con stitution. The hue and cty for "consent of the governed" comes with ill grace from that party which de fiantly boasts iu the U. S. Senate that large numVrs of men in one section of the union are forcibly and fraudulently deprived of all participation in the rights and privileges of self government. These men who, through the agency of the lash, the bludgeon, the torch and the shotgun are de prived of participating in their own government, are by far bet tei qualified for self government than tlie Filipinos are. Tillman's speech must con vince honest democrats that when their leaders are bewailing the violation of the constitution and the princip!es of the "im mortal declaration" they are simply playing the demagogue. George Chamberlain can travel and campaign without a chap eione. No strong arm has to be held under him to brace him up. Corall:s Times. Good lor Georjre! Our tempeiarce fiieiuls! will Le glad to learu that he hzs braced up. It is not so verv long ago that it t ok several strong anus 10 brace him up, and on occition a litter has been fouud quite a convenience. HOMER'S ILIAD. Book II A Literal Translation by C. And both his wife waa left at PbylaktJ with her two cheeks torn with grief and his house half finished ; for him a Trojan warrior slew when leaping from his ship, the very firsl of the Achaeans. They, indeed, were not with out a leader, yet they sortly missed their (former) commander; for Podarkes, a 6cion of Ares, a son of Iphiklua, son of Phylacus, ricli in flocks of sheep, mar shalled them.
