tution and contemplated by the
signers of the Declaration of In
dependence. This is just what
we are doing and shall do with
the Filipinos. Can the demo
cratic party do more? Dare it
advocate less?
Were the Philippines prepared
for state-hood the republican par
ty would bring them into the
American Union; the democratic
party would surrender our sov
ereignty over them and leave
them to their own devices.
But Mr. Chamberlaui would
not haul down our flag there.
Oh, no; not he. But he would
plant it on the constitution. He
knows, every intelligent citizen
knows that the Jonly part of the
constitution which the flag car
ries to any ot our territorial pos
sessions is that which declares
"That coagress shall have power
to dispose of and make all need
ful rules and regulations respect
ing the territory or other proper
ty belonging to the United
States." The Philippines are
governed according to the con
stitution. The hue and cty for "consent
of the governed" comes with ill
grace from that party which de
fiantly boasts iu the U. S. Senate
that large numVrs of men in one
section of the union are forcibly
and fraudulently deprived of all
participation in the rights and
privileges of self government.
These men who, through the
agency of the lash, the bludgeon,
the torch and the shotgun are de
prived of participating in their
own government, are by far bet
tei qualified for self government
than tlie Filipinos are.
Tillman's speech must con
vince honest democrats that
when their leaders are bewailing
the violation of the constitution
and the princip!es of the "im
mortal declaration" they are
simply playing the demagogue.
George Chamberlain can travel
and campaign without a chap
eione. No strong arm has to be
held under him to brace him up.
