The stand taken by President Roosevelt concerning bills to change the military records of soldiers, especially of those who have been dishonorably discharg ed because of desertion, will meet with the hearty approval, not only of old soldiers, but also that of the people. The main point insisted on by the president is that the secretary of war is the rightful authority to determine whether a man whose record is snr'rched with this charge .should have it removed. The charge of desertion usual ly enters the reeord in one of two ways. A soldier may have regu larly obtained a furlough. When he remained away from his com mand beyond the his commanding quired to report without leave." carried thus on specified time officer was re him "absent After being the company rolls for a specified time, and his absence remaining unexplained, the roll, by direction generally of the regimental commander, was made to read, "dropped from the rolls for desertion," on such a date. If the deserter was appre hended and court martial ed for his offence and escaped the death penalty he was dishonorably dis charged for desertion in pursu ance of the findings of the court. In many instances, as in the case of furloughed sick men, death, or continued physical disability, prevented the soldier's return to his command, and through ignor ance or otherwise he tailed to get the facts, as required by theregu lations, before his commanding officer. Larg numbers of such deserters have had this stigma re moved and been given honorable discharge, and now, after forty years, it is inconceivable that any such cases remain. Those against whom the charge yet stands were beyond doubt willful deserters, many of whom should have been promptly shot, or hanged, as was the later just penalty. Soldiers who by faithful ser vice during the term of their en listment earned and received an honorable discharge, are not will ing that the cowardly deserter should be placed on the same footing. An honorable discharge has ever been a source of just pride and should not have the value of its meaning impaired. The pension roll, too, would soon bear the names of these ' 're stored deserters." The honora ble pensioners as well as the peo ple " would avoid this. If there are any cases where injustice ex ists, the secretary of war, who has the records, already has all needed authority to grant relief. It is bad grounds for any con gressman to occupy for an assault on the administration. The presi dent is clearly right. The republicans of this county can find no objection to the tick etjoffered for their support by last Friday's convention. In nearly every instance the office sought the man, and the nominees are all strong, clean, capable men. All sections of the county were represented as nearly as it was possible to do so. The ticket is worthy of the endorsement of every voter in the county, and the active support of all republi cans. The Small Farm. In te course of a recent ad dress made in Washington county, Dr. Tames Withycombe, f the O A C, had the following to say of the small farm: "In districts where farms are small it behooves the farmer to adopt systems of intensive cul ttre in order to realize the larg est return from his land. Es pecially high-priced commodities of the farm usually require skill and labor for successful produc tion, thus giving the farmer an opportunity for profitable em ployment on bis own small farm. A farm- of this kind, properly managed, can be made to yield an almost incredible amount of produce. This season, in this county, onions have been sold lrom an acre of land araountinvr to $1,000. The principal 'ex pense in growing this crop wa labor. This may be regarded as a phenomenal crop . and perhaps sold for an abnormally large price, but it is not an infrequent occurrence for an acre of- small fruit, potatoes or onions to bring a gross ieturn of $100 to $500. No costly machinery or build ings are required for these crops. It simply demands that the farmer must be intelligent and employ business methods in his vocation. Took a Purse. W. Dastin, a lofger, of Gran p-er. isenton county, among oin ers yesterday afternoon was at Paul Schmitl's when, in reach ing to place his purse in his pocket he accidentally let it drop to the floor without noticing it at the time, but wanting it soon after discovered the loss. - A stranger who had been present was notxed to have disappeared. Dustin reported about $90 in the purse. Chief of Police McClain was notified, and learned that the man had eoae north. The Salem chief was notified, and late in the evening, telegraphed Albany's chief that he had the man, and Mr. McClain went after him this morning bringing him back on the noon train and he will be examined before Re corder. Van Winkle tomorrow Before being arrested he had s lively time, getting shaved, buy' ins: a new suit of cloths, new hat, new shoes, etc., and looked like a different man. He admitted his guilt, but said there was only $62 in the purse, of which $26.70 remained when the arrest was made. He gave the name of R Scofield and said he' was a sailor who had served in the Philip pine campaign. He said that after taking the money he walk ed to Millers and got on the cars there, eettine off the cars before the train reached Salem, where the officer was waiting for him, but missed him until several hours later.
