ORVALLIS GAZETTE Y, FEBRUARY 21, 1902. THE ANGLO-JAPAN ALLIANCE. The Anglo-Japan alliance ap pears be a sort of Monroe doctrine agreed upon by England and Japan for the purpose of preserv ing the territorial integrity of China and also of protecting her interests in Corea. Russia is the only nation believed to have any designs on Chinese territory, so "the primary object of the Alli ance is to repress Russian ag gression. During the Boxer troubles the United States took, and has maintained the position that there should be no attempt by the great powers to destroy the territorial unity of Ciin t. There can be litt'e dou't that had not our secretary of state taken such a stand the powers would have attempted to indemnify them selves for losses pro win r out of the Boxer movement by appro priating liberal slices of Chinese territory. The Chinese govern ment recognized that but for the attitude of the United States China could scarcely have es caped the partition of a large part of her soil among the pow ers. Russia, with her interests in Manchooria endangered, was compelled to assume military control of that province, but she promptly assured, us that this would cease when the Chinese government was again a'lle to give efficient protection With no immediate to Chinese territory, menance even by Russia, we must seek the motives of the allies in another direction. On the part of Japan it is evi 'dent that she seeks to protect herself from assaults that might easily be made upon her by any Dower eaininsr a foothold iu China. Political and military consider ations touching her own wellfare furnish the motives inducing Ja pan to form . such, an alliance, It mav safelv be assumed that England's motives spring from commercial considerations. She would extend her trade with Chi na, bhe knows tins trade v is many times more valuable if the territorial integrity of China be secured than if disintergration should take place. England seeks to safe-guard her own com- 1 ? i J T merciai interests, anu apau is her best fitted alley. - , Germany will accept the situ ation more or less cheerfully. She doubtless sees, indeed her best military critics assert a firm con viction that a clash of arms for control of the far East will take place on or near the Persian gulf, and that the contest will be be tween the Slavonic and the Teu tonic races. Meanwhile we may regard the the Alliance with undisturbed equanimity for it insures an open door "to Chinese trade and is in harmony with our political de sires as to that part of the Orient.
