THE ANGLO-JAPAN ALLIANCE.
The Anglo-Japan alliance ap
pears be a sort of Monroe doctrine
agreed upon by England and
Japan for the purpose of preserv
ing the territorial integrity of
China and also of protecting her
interests in Corea. Russia is
the only nation believed to have
any designs on Chinese territory,
so "the primary object of the Alli
ance is to repress Russian ag
gression. During the Boxer troubles the
United States took, and has
maintained the position that
there should be no attempt by
the great powers to destroy the
territorial unity of Ciin t. There
can be litt'e dou't that had not
our secretary of state taken such
a stand the powers would have
attempted to indemnify them
selves for losses pro win r out of
the Boxer movement by appro
priating liberal slices of Chinese
territory. The Chinese govern
ment recognized that but for the
attitude of the United States
China could scarcely have es
caped the partition of a large
part of her soil among the pow
ers. Russia, with her interests
in Manchooria endangered, was
compelled to assume military
control of that province, but she
promptly assured, us that this
would cease when the Chinese
government was again
a'lle to
give efficient protection
With no immediate
to Chinese territory,
menance
even by
Russia, we must seek the motives
of the allies in another direction.
On the part of Japan it is evi
'dent that she seeks to protect
herself from assaults that might
easily be made upon her by any
Dower eaininsr a foothold iu
China.
Political and military consider
ations touching her own wellfare
furnish the motives inducing Ja
pan to form . such, an alliance,
It mav safelv be assumed that
England's motives spring from
commercial considerations. She
would extend her trade with Chi
na, bhe knows tins trade v is
many times more valuable if the
territorial integrity of China be
secured than if disintergration
should take place. England
seeks to safe-guard her own com-
1 ? i J T
merciai interests, anu apau is
her best fitted alley. -
, Germany will accept the situ
ation more or less cheerfully. She
doubtless sees, indeed her best
military critics assert a firm con
viction that a clash of arms for
control of the far East will take
place on or near the Persian gulf,
and that the contest will be be
tween the Slavonic and the Teu
tonic races.
Meanwhile we may regard the
the Alliance with undisturbed
equanimity for it insures an open
door "to Chinese trade and is in
harmony with our political de
sires as to that part of the Orient.
It Jis ' altogether certain we can
lead the world in the race for
Oriental trade.
HOMER'S ILIAD.
Book II X Literal Translation
by C,
MacLean, Ph. D.
Vv. 84-154 The forces assembled.
Agamemnon's speech and its effect :
Having thus spoken, he, without fur
ther delay, began to go away from the
couniil, and thereupon they, the sceptre
bearing kings, arose and obeyed the
shepherd of the people i. e. Agani..
Then the people rushed on. As when
swarms of hies depart, ever issuing in
fresh numbers from the hollow rock,
and fly' in clusters f the spring flovvers
some in throngs are in flight here, some
there; so of these many companies from
ships and from tents were marching in
troops along the extended shore to the
place of the assembly, And in the mi 1st
of them Rumor, a messenger of Zeus,
had blazed forth urging them to go ; and
they came together. Then was the as
Bembjy in confusion, then did the earth
groan underneath while the people were
sitting down, then was there a confused
noiee. Now nine heralds shouting were
trying to restrain them, if ever they
should cease their clamor, and listen to
the Zeus-nourished kings. Then with
difficulty the people were seated, ana
were restrained on the seats after ceasing
from their clamor. Now Agameuiaon
stood up, holding the.stat! which
Hephaestus toiled making l. e. wrought
with toil. Hephaestus gave it lo Zeus,
the Kronian king, and, a9 is well known,
Zeus gave it to Hermes, his messenger.
Then Master Hermes gave it to Felops.
the horseman or knight, and that one,
Felons, in turn gave it to Atreus, the
shepherd ef his people. And Atreus, dy
ing, left it to Thyejtea, rich in flocks,
and that ono, Thyestes, again left it to
Agamemnon to carry to rule over many
Islands and the whole of Argos. He,
leaning upon it, spoke words to the Ar
gives: "O friends, Panai warriors, sen-ants of
Mars, Zens, the son of Kronos, has fast
bound me under a heavy calamity. Cruel
get, who before promised noddeJ that
having sacked the well-walled Troy. I
should return home, bat now lie has con
trived a cowardly trick and "bids me go
inglorious to Argos, when I lost many
people. Thus doubtless it seems to be
agreeab'e to the all-powerfnl Zens, who
has already overthrow a the citadels of
many cities and will vet overthrow
them for his power is very great For
this is shameful, even for throe who are
to come after as to learn that tbu-i. to
no purpose eueh and so manr people of
the Achaeans waged, without gaining a
decisive victory, a warfare and fought
against fewer men, and an end has not
yet at all appeared. For if we, Trojans
and Achaeans, should be willing, after
making a solemn treaty, both of us, to
be numbered, and if the Trojans, as
many as are at tha domestic hearth
should e willing to assemble them
selves, and if we, Achaeans, should be
divided into squads of ten, and we, each 1
squad, should choose a man of the Tro
jans to pour out wine, many squads of
ten would be in want of a cop-hearer.
So much more numerous, I say, are the
sons of the Achaeans than the Trojans,
who dwell in the city. Allies, spear
brandishing men, from many cities are
therein who greatly thwart and preva nt
me in spite of my desire to sack Troy
that well situated city. . Already nine
years of the great Zeus have passed, and
already the timbers of the ships have
rotted, and their cables have relaxed.
But doubtless those others, our wives
and infant children, are sitting in their
I chambers awaiting us. Yet our work,
for which we came hither, is, as you see,
unaccomplished. But come, as I shall
say. let us all obey. Let ns flee with our
ships to dear fatherland; for no longer
may we hope to capture the wide-wayed
Troy." '
Thus he spoke, and he touched their
-hearts in their breasts, in ail, throughout
the multitude fi- e. the rank and "file of
the armvl, as many as did not hear his
plan. Thea the assembly moved like
loag-stretching billows of-tlie sea the
Icarian sea which, in fact, both the
East wiad and the North wind excite as
thev rush from the clouds of Father
Jove. And as when the West wind
having come, dashing violently upon it,
shall move the high-standing grain, and
bend it down with its ears, so the whole
assembly of these moved. For they
rushed with shouting to their ships, and
the dust rising from under their feef
stood fin clouds. Then they bade eacl
other to lay hold of the skips and to
draw them to the divine Eea, and they
cleared the trenches. Now the shout of
them going homeward reached heavea
and they took away the shores from un
der the ships.
