Newspaper Page TextTHE COfflMLUS GAZETTE. TUESDAY JULY 10, 1900. WHAT WAS SUGGESTED. A contemporary finds the ex ercises of the late Fourth of July celebration replete with suggestions. "The flags," it says, "that floated- so proudly were the same stripes and stars that the colonists followed in the revolutionary struggle." But the colonists of 1776-84 did not follow the same stars that kissed the morning sun of July 4, 1900. The thirteen stripes are there, representing the ori ginal thirteen states which con stituted the nucleus around which has grown this mighty nation. But to the thirteen stars which the revolutionary fathers fol lowed, wise and progressive statesmanship has added thirty two, and now the dazzling rays of forty-five glittering stars shed light over this great continent and reach across the sea. Had the doctrines now promulgated by Mr. Bryan and his followers been adhered to since the estab lishment of the republic there would have been no Fourth of July, 1900. The thirteen origi nal states would have died of in ertia. Yes, the celebration was replete with suggestion. The flag is a symbol of all the gl ri ots achievements of the nation, in arts, in science, in statesman ship, in war. Its blue field, bearing its evergrowing cluster of stars is an object lesson. .De picted there in characters of pur ity and light is the work of Jef ferson, Benton and all the other miirhtv statesmen who have labored for their country's glory and well being. The flag the colonists followed represented the little coniedera tion of states along the Atlantic coast. The policies advocated and practiced by the republican party today have added to these all the states included in the Louisiana purchase as well as all those in the territory west of the Rockv mountains, and in good time Hawaii, Porto Rico, and the Philippines will add splendor to the field of blue. OUR BEST CUSTOMER. The following figures are taken from the U. S. Consular Report for July: During the harvest year, i8q8-q. England bought from the American farmers 55,367, 397 worth of wheat, and $41, 335,609 worth of flour, during the same period other countries in Europe purchased $40,009,876 of wheat and $6,426,210 in flour. In wheat and flour there was sold' to Europe $14,113,002 of which the larger portion was bought by England. During the same period Eng land bought of pork and beef $6o, 1586,067 worth, and the bal ance of Europe took $43, 163, 574. For the same time England bought $99,709,352 worth four cotton and other European coun tries $00,270,552 worth. From the figures given in the Consular Report of all the ar tides which the American farm ers exports England purchases 60 per cent and other countries 40 per cent. Roosevelt is a dutch name and means "field of roses." There should be no lack of these beau tiful flowers strewn along the presidential pathway of William McKinley. The demo-popic plattorni is strong on what shouldn't have been done, but seems hopelessly at a loss to know what should be done. And Teller the self-constituted Moses of the American people wept. A case now being tried in Portland will attract the attention of bicyclists throughout the state, especially those residing in the counties in which the bi cycle tax law is in operation. J. j A. Ellis has brought suit against; Sheriff Frazier to recover a bicy- j cle seized for non-payment ofi tax. Damages amounting toj $25 are also demanded. j The complaint sets up that the act is in violation of the consti tution of the State of Oregon in that the same attempt, to grant to citizens and classes of citizens privileges and immunities which on the same terms do not belong equally to all citizens of the state. It is also alleged that the act is in violation of the Constitu tion in that said act imposes tax ation which is not equal and un iform; that the law is in viola tion of the Constitution in that it is a special and local law for laying out, opening and working the highways aud for the assess ment and collection of taxes for road purposes, and the act pre tends to impose a fine tor the failure to pay the pretended tax and is unlawful in the County of Multnomah, which by the terms of the act is Hot such in twenty- three other counties in the state. It is further set up that the statute is uneonstitutional be cause it does not provide a uni form and equal rate of assess ment and taxation, or enact reg ulations so as to secure just valu tion for the taxation of the prop erty of the same class owned by all citizens of the state, but unlawfully discriminates against citizens and residents of Multno mah county and certain other counties of the state, and im poses upon such citizens burdens not imposed upon the citizens of twentv-three counties in the state; that the act is unconstitu tional because it attempts and authorizes appropriation of mon eys collected as pretended taxes to private use and the expendi ture of such money upon private lands and not upon public high ways. It is alleged to be unconsti tutional for the reason that it discriminates aerainst those who use bicycles in Multnomah coun ty and in favor of these who deal therein, and otherwise dis criminates against the lawfu use of private property of the citizens of Multnomah county that the act is unconstitutiona because it is an arbitrary exer cise of legislative power con trarv to the spirit and genius of free institutions, also that the law is unconstitutional because it did not originate in the House of Representatives, but in the Senate; the act pretends to raise revenue and is a revenue law. The suit was brought under the auspices of the Anti-Bicycle- Tax Association, and the case will be carried to the supreme court for final determination, no matter which side wins in the state circuit court.
