A , 2i We pledge ourselves to maintain the union of the States, emancipation and enfranchisement and to oppose any reopening of the questions settled by the 13 th, 14th and 15th amendments. 3. We demand the immediate and absolute removal of all disabilities im posed on account "of the rebellion wihich was fully subdued seven years ago,. believing that universal amnesty will result in a oomplete pacification of all sections of the country. f 4 Local selfgovernmcnt with im partial suffrage will guard the rigljt'a of all citizens more securely than any pentralized power. The public welfare requires this supremacy of the civil Over the ; military power, and freedom pi , person under the protection of the jiabtas corpus.' , We demand for indi viduals the. largest liberties consistent with public order ; far States, self gov Crnment, and for the nation, a return to .the methods of peace and the con stitutional limitation of power. 5 The civil service of the Govorn ment, has become a mere instrument of partisan" tyranny, and personal ambi tion, n4 aa objeot of selfishness. It is a 8 caudal and a reproach upon free institutions, and breathes a demoraliza tion dangerous to tho perpetuity of a .Republican Government. We there fore regard a thorough reform of the civil service as one of the most pressing DeoesUies of the hour ; that honesty capacity and fidelity constitute the on ly valid claim to" public- employment ; tfyat the offices, of the government cease to be a matter of arbitrary favoritism find patronage and that a public station may again become a po3t ot honor, and it is imperatively required that no president shall be a candidate for re election, . 6. We demand a system of federal Jaxation which shall not unnecessarily interfere with the industries of the people, and which shall provide the means necessary to pay th,e expense's of he government economically adminis tered, pensions, the interest on the imblic debt and a moderate reduction innually of the principle thereof. And recognizing that there are in our midst flooest but irreconcilable difference of opinion with regard to the respective sterns of protection and free trade, we remit the discussion of tho subject to the people in their Congressional pistriets and to the decision of Con gress thereon, wholly free from Execu te control o? dictation. 7. The public credi must be sacredly maintained, and we denounce repudia qq in erery form. 8.. A speedy rctarn to specie pay Wnt is demanded alike by the highest consideration of commercial morality and honest government. ' 9. We remember with gratitude the heroism and sacrifices of the soldiers and Bailors of the Republic, and no act of ours shall ever detract from their justly-earned fame, or the full records 6x their patriotism. 0.
