It exi.-fs, of course, more or less in all g-e.it cir ies, but it. s?eems to me notcwotthy that while passing down a single street Fifth Street to d.iy, I noticed no fewer than five distinctly marked cases, two of them bcMfij patticularly bad. In one case the whitened scales and dis. eased skin extended from the chin up ward by the verge of the whisker to the left eye, threatening to extend to the eyebrow and lashes. The fact that tho active principle of 1he irruption is cryptagamous is tho reason of its rapid and but little understood spread. Once in the system its cures. id perhaps diffi cult, but in most cases demand much attention and care. The introduction ol the smallest particle or follicle from a razor to the healthiest chin will communicate the diease, because while the pellicle U irrafed the hair is never and never enn be cut, microscopically speaking sufficiency close to prevent lodgment. I differ from the opinion express in the articieyou copy in out pointwhere hot water will not properly cleanse a razor. The water should be boiling and the razor dipped for at least one miuute, and then carefully wiped with a sof t towel. The best and most effective plan is of course, to keep a private razor and all other necessaries for shaving. Tlu: fact, however, is that this is rarely done, and our barbers' shops are, therefore, a very b t-bed of a painful and disgust ing cutaneous disease. I might add that, in its worst form, the barbers' itch spreads to the arm pits, and then be comes almost intolerable. Judge Strong D.Tiion on the Income Tax. The Philadelphia Ledger gives the points of the decision of Judg Strong concerning the income tax, delivered in the United States Court Philadelphia on Friday. There were case- in which a question was raised as to the constitu tionality of the income tax. The Judge said : The pleadings in all these cases raise the question whether the act of Congress of June 80th, 18 4, and its supplements, so far as the imposed tax upon the annual gains, profit or income of every peson residing iu the United States, or of any citizen of the United States residing abroad, are within power conferred by the Constitution upon Congicss If it be true, as has been argued, that the income tax is a 44 capi tation or other direct tax," within the meaning of the Constitution, it is undoubtedly prohibited by the first and ninth article, for it is not appor tioned among the States. Jiufc I am of opinion that it is not a 44 capitation or other direct tax," in the sense in which the framers of the constitution and th people of the States who adopted it understood such taxes. The reasons for my opinion it would answer no good purpose for me to state at length, inas much as these cases will undoubtedly go to the Supreme Court for ultimate decision. It is sufficient for me to state that in my judgement Congress has the constitutional right to impose all the taxes ot which those plaintiffs complain, and that none of them are such as must necessarily bo apportioned.
