There will be a public examination of those -wishing to apply for certificates for teaching if. Polk County, to-day. We sincerely hope there may be a fair representation of the teachers of the County present, and that some steps may 0 taken for the formation of a County Teach ers Association. The U-achers of Yamhill, Ma rion, and other counties are waking up to the advantages of such a move, and are profiting thereby. It lends an interest to the cause of education, and also gives zest 1 1 the life of the teacher. The examination and other closing exer cises of the school yesterday, passed off to the gratification of all present, and to the credit of all concerned. The scffolars evinced a thorough knowledge of their studies as far as they bad gone, and their prompt answers and explana tions showed that the teachers had not been negligent of their duty. The school will resume its sesaion after a short vacation. We learn that it is uncertain whether the present teach ers, Mr. Oglesby and Miss Clara Watt, remain longer or oat. We think, however, it would be difficult to obtain others who would satisfy the people here as well as they have done. In the Senate Sherman's resolution instructing the Judiciary Committee to report a bill to abolish the Ku Klux, being under con sideration, Blair argued that the meas ure was an assumption of the, power of Congress to punish a violation of a State law. The House spent the en tire day and evening sessiou in the dis cussion of the bill. San Fraueisco, April 4. The Hoard of Supervisors last evening adopted a resolution accepting Col Vou Schmidt's proposition to introduce water from Luke Tahoe, furnishing the city 4,000, 000 gallons daily for40 years, in return for 5,000,000 six per cent, jouds, de livered when they t-uppiy the city. A proposition to have a commmittee appoiuted to examine Blue hake aud report ou a plati for briugiug water to the city, was referred to the Judioury Committee. Washington, April 3. Alluding to the reconstruction acts Blair said that whenever the Supreme Court had any authority to pass upon any case con nected with them it iuvaribiy pronoun ced them unconstitutional, and passed an act to prevent the Supreme Court from passing upon its rrcuustructiou measures. He aid the Democratic party, while it believed these acta to be unconstitutional, did not, as had been charged, unttu to oveithrow them by lorce. Th only means to whu-h Dem ocrats would teort were constitutional means. He (Blair) belivcd that the President, hav iog taken an oath to support the Con stiution, should stand it whether against Cungress or against individuals ; tor he believed that Congress, violating the Constitution, was no mure than a mob. He said that uti army could be made to undo the work of usurpation, but no force would be neees!ary; if the army was withdrawn, the lntau.ous carpet bag government wuuld tali of themsel ves He charged that the Utpublicatis of North Carolina during the Piesideu tail canvass of IftUS had, in an address, advised uegrots to burn the barns ot people who despised them ou account of their politics. Poole (interrupting) said the adbress bore ou such construct ion, aud uo sensi ble man could take that view of it Blair said it as so regarded at the time, aud he reviewed at length the condition of affairs in North aud South Carolina, alleging that corruption, fraud and villainy reigned supreme. He quo ted from the Republican papers of South Carolina articles Beverly com menting on the villainy of the Legisla ture, aud also quoted the remarks of Gov. Scott, "that oue of the greatest curses afllictiug South Carolina was a herd of unscrupulous adventures from the North, coming there for plunder. Sherman admitted that the Legislature of South Carolina had behaved shame fully, but that ; unless the Senator pro posed some remedy, he had no right to bring the matter in here; Blair said he had a right to arraign this body for destroying local self gov ernment. Sawyer said everyone voted in South Carolina, and there were not over 2,500 in the State debarred from hold iug office unJer the 14th amendment; but the position of the Democratic party in South Carolina was such that no considerable number would accept a proffer of office, being influenced by the position of the Democratic party in the North, and by; the Broadhead letter of the Senator to refuse office. Blair continued reviewing the con dition of other Southern States, crime in which he said had been enormously increased under Republican rule, lie ferring to the Yerger case which had been brought into the discussion by Sherman, Blair read from the state nicnt ot counsel to, prove that the case bad been kept out of the Supreme Court for fear of the reconstruction Act under which Yerger was commut ed, would be declared unconstitutional. Without concluding his speech, JJlair j gave way for an executive Bcssion, after wfccb the fieriato adjourned. OuioiN or! Longfellow's Evan geline. -Hawthorne dined one day with Longfellow, and brought with him a friend from Salem. After dinner the frieud said, "I have bee u trying to per suade Hawthorne to write a story based upon a legend of Acadie and still cur rent there; the legend of a girl, who, in the dispersion of the Acadians was separated from her lover, and passed her life in awaiting and seeking for him and only found him dying in a hospital, when both were old." Longfollow won dered that his legend did not strike the fancy of Hawthorne, and said to him; 'If you have really made up your mind not to use it for a story; will you give it to me for a poem V To this Haw t home assented, and moreover promised not to treat the subject in prose till Longfellow saw what be could do with it in verse. Aud so we have "Evangeline" in beau tiful hexameters a poem that will hold its place in litea ture while true affect ion lasts. Hawthorne rejoiced in this great success of Longfellow, and loved to count up the edition, both foreign ind American, of this now world-renowned poem. James T. Field.
