The situation teems to be an unatural qniet on the pert of the leading nations while they are impetuously rushing for ward preparations (or thee inflict in the shape of armament of all kind. The New York, Henry Clews Utter for this week, in sum- mine np the financial situation says that "in Europe, there is a singular calm, succeeding the late f;.f n,;l apprehensions and the fears of impending war. Exactly what estimate is to be put upon this new aspect, it is not easy to say. It would doubtless be Utopian to assume that there has been no occasion for all the recent excitement, and not safe to con clude that all the dangers have been permanently averted. There can be no doubt that financiers and diplomats have united to put the best possible face upon a peril '.. eus situation, to plaster of er the weak spots in finance and politics and to conceal the pit-falls; and they have thus succeeded in re covering the reins into their hands and arresting the headlong rush towards we know not what catas trophe. Quite possibly, all courts have been so alarmed at the near possibility of being rushed into great . war without the necessary co-operation from the banking power, that they are anxious to postpone the inevitable until the sinews of war have become more available ; but there is nothing in any quarter to indicated that the fundamental causes of quarrel have been even abated, much less removed ; and we can hardly hope that European financiers will maintain any other than a highly , restrained aUituJa. Indon evidently thinks that England will be able to keep herself aloof from continental troubles, and we therefore find on that market a comparatively hopeful feeling and a continued disposition to take part in an active speculative movement at New York, which is there awaited with sanguine ex pectancy." A uutBTios of great interest to the human family, and one that occupies the thoughts and writings of the ablest scientists, is the first advent of living organisations on the earth. The Popular Science says that nearly every daily and weekly paper in the United States has had notices of the discovery of diamonds in meteoric iron. Prof. A. E. Foote, of Philadelphia, re cently read a paper announcing tnity discovery at tne meeting ot t he-la merican association for the Advancement of Science. From this we learn that the diamonds are small but plainly visible. They are the hardest variety known thfl Ktik iliAmnntfttt napil for ivkint. ing diamond drills. A small white diamond was also found. Why has so much interest been shown in ibis discovery which has been - .If 4 T- . anucipaiea lur many Tears i .Be cause, Professor Foote claims, it confirms the theory advanced by Sir William Thompson twenty years ago, that the first germs of life were brought to this globe by meteors. Diamonds, like coal, are supposed to result from changes occurring in the vegetable matter ; and if plants existed, then there niajii have been animal life ; and so we may have approached one step nearer the solution of the question to which the wisest brains have given so much thought for agee. The geographical source of diamonds themselves has never been satisfactorily explained. They are .scattered all over the world in unexpected places without any ap parent reason. It was suggested by the Washington geologis' s that they came from decomposed meteors that had been falling on the sur face ot the earth unknown cen turies, and that even the great de posits at .Kimberley were due to enormous masses that has fallen there, producing curious sink boles similar to the "crater" on the side of which Professor Foote found the moat of the pieces at Cannon Diablo. The Chronicle says that "It is stated that in the recent Ohio elections mistakes were found in 31,000 ballots. At a recent elec tion in Sacvamento city the per centage of errors was nearly as great. In one ward, out of a total of 397 ballots, 161 Illegal ballot I were cast, 61 of which were thrown out. The Australian system may be a beautiful one, bat its strong point is net simplicity." Certain it is that the more simple any legal machinery is a law that applies there as well to mechanical pplianoes to the work well, the more effective and satisfactory it is. --WE HAVE NOT ANEE- ELJ.PH AN T ON OUR HANDS,! Tub trial ot the Australian ballot law does not always give the entire satisfaction that was expected. Tub movement of gold is a matter of commercial control to. a great extent, no matter what specious argument may be made upon the subject. Henry Clews, of the New York banking, says the Money market re mala easy; but the banks hive ceased- to receive the large cash remittances from the interior prevailing for some weeks past. Considering the immense forwardings of grain from the west, this is not surpris ing; and it is not impossible even that, under such unusual circum stances, New York might become debtor to the west ; but the move ment that would bring that about would correspondingly increase our claims upon Europe for gold.
