And it is the ' Russirn predominance n Euro pean politics that means war if war is to come. The Chronicle says that a great fermen. was stirred the oilier day because a Vienna newspaper asserted that the Emperor Francis Joseph of Austria had said that the famine in Russia increased the chances of war. E. V. Abbott, an American who has juot returned to New York from Odessa, where he has been a grain dealer, confirms the statement attributed to the Em peror of Austria, and his expres sions of opinion are of value as com ing from a competent and disinter ested witness. Mr. Abbott says that really the only thing that can save Russia from a revolution during the win. ter is war. The Emperor of Russia sees this, and the disturbance of Europe's peace will come through bis orders. The nihilists, says Mr. Abbott, will find the starving peasants much more open to their teachings than when they are full fed. Nihilism is always smolder ing in Russia, and while nihilism niay not succeed in getting the peasants to cause trouble, the Czar will find it necessary to do some thing to distract their attention. The Chronicle still further thinks that this practical view of the situation Is diametrically opposed to De Giers assurances, to the Emperor of (iermany that the un standing between Ru?ia and France involves nothing that might be construed as a menace to other countries, and that the aim of the alliance, if one lias been formed, is to maintain peace; but nobody is expected to believe a diplomat until events have vei i- fied his statements. Had Russia set her army in motion even, it would still be De Ciers' duty to talk peace until otherwise directed by bis superiors. As between revolution and war Russia would certainly choose war, and it looks as though the exercise of the option would be forced npon her. The hungry peasants of Russia lannot draw fine distinctions, and if they be lieve that the rulers and nobility in Moscow and St. Petersburg and other cities cf the empire are living in luxury while they, the peasants, are starving, they will be certain to revolt, unless a for eign war shall inteivene to cause them to rally to the support of the Czai against the enemies of Holy Russia, as the peasants cill it. It will not be the first titns that a nation has been compiled to make war for the sake of peace at home. It took a nineteen year old girl in West Virginia but a short time to outwit several Mormon elders and her parents. The family, quite a wealthy one, had suu combed to the persuasive eloquence of the Mormon elders, and joined that peculiar denomination, and started for Utah with the elders The girl did not proselyte worth a cent and wanted to be left behind with a sturdy young lumberman whom she had promised to marry, lne paternal parent would not const nt to such and arrangement and the elders used their utmost power to persuade the girl to go along to the Mormon paradise of plural wives. But she prefered a whole man to herself and skipped across the Ohio with her lumber nuts and was spliced, and then told her father to move on with the aforesaid elders. She did not pro pose to be a victim of their peculiar methods. So far aa the speculators in the markets of Chicago are con cerned, it makes very little differ ence what happens to them. They are millionaires to-day and bankrupts to-morrow, but the food supply of the United States is neither increased ncr diminished by their reverses, nor is the price of food to the con sumer altered materially. A change of a single cent a bushel in the price of corn or wheat may mean wealth or penury to the man who speculates, but it does not change the price of flour or cornmeal to the consumer. The advantage which the Ameri can farmer has . this year is not due to the victory of the bulls over the bears in the Chicago grain exchanges, but to the rcarcity of food supplies in Eu rope. At the same time the advance in orn, if it does make anv differences at an, must assist the far.uer, for the real j value of his product must sympathize to a certain extent with imaginary value which is put upon it by the Chicago spsculators. Pectuawties in the ideas en tortained by human beings, from different standpoints of view at different timep, are often observ able. One of these is commented upon by the New York Tribune in its remarks on the fact that the Irishmen of America selected Chauncey Depew to deliver a eulogy on the late leader, Parnell, although nine in ten Irish-Americans are Democrats. There is noth ing strange about the selection. Mr. Depew as a republican is naturally in sympathy with the home rule movement, while American demo crats to a man lean the other waj .
