An ounce of prevention is worth a pound o! cure, is a trite old say ing that has passed into one of the world's axioms. To apply this" prevention in the criminal actions of human be in 3 is one of the problems of the day that attracts attention, sad calls for most earn est action. The Boston Jour al says that among the various means of prevention of vice anl crime, the associations which discuss iue lions of prison reform and which aim to influence legislation in favor of prison improvements are useful aids toward piogress. Oi these, the Howard Association in England is the most famous. Formed twenty-tive years a;;o. ' with the chief object of the repres sion of crime by other means than mere imprisonment, it has accom plished a great work for humanity. A report read at its recent p-inual meeting gave an interesting sin vey of progress nude di ':' I he last quarter of a centvy. Statistics giving the decrease of prisoners in England and Wales, notwithstand ing the increase in population, were interpreted not as mu'ks of actual reduction in crime, but rather as the application of better methods of dealing with crime than by mere imprisonment. The reformatories and industrial schools are modern institutions illustrating the improved methods of dealing with crime and are much commended by the Howard Asacnation, for, according to the report, "it is much better to com mit juven'le offenders, or neglected children, to such institutions than to goal with its lifelong stigma." In this eorntiy the reformatory system for men as well as boys is receiving much attention and is growing more and more into favor The Howard Association is now working to obtain a more equitable observance of the intrinsic diner ence between crimes against the person and those aga'iist property. It advocates the avoidance of 'either a t o rapid cumulation of sentences or the virtual absence f any cumulation. The abolition, or retention, of capital punishim-nt is an open question among the members of the Howard Associa- , tion, but the comm;tt?e have con tinued to collect and diffuse iifr mation in this as in'o'her depart ments of penal and so study. An interesting feature of the aesociaticn is its strong religion feeling. The report draw atten tion to the dangers of t eculai izin public institutions and gives at an example the iocreasa of crime in France. Although the chief woik of the association is loci!, it recommendations are worthy of notice out of England, since itt methods are the result of careful stady and its long coum of useful ness has made it widely known an respected. There are all kinds of trunk." in t'js world, but the educated man who tnrns a crank seems to be the worBt of all. For instance it i." related that one of the most in teresting characters of Munich is the painter Diefenhach. He is a man about forty year of ai$e, w ho, .after having studied painting at Munich and K-jme, and having gained quite a reputation a- a portrait and genre painter, con cluded, about ten years ng, to renounce worldly life, and prae'iie his art in the only winner wlrch appeared to him to conform t natural laws. He bought a huge field containing a suisll hut in the suburbs of Munich, and theie in stalled himself ith his wild nd children, with no furniture outside of what he needs for painting. He his also renounced everything in our usual costume, w hich ap pears to him to be en tiaiv t the laws of nature, and winter and summer he goes about bareheaded, barefooted, and with no clothes except a long woolen mantle. He often goes to Munich, accom panied by bis children, dressed in the same marner, and is an object of great interest to tourists. Ths Chronicle Fays that the election of McKinley has doubtless caused a great depression in Eng L-A.IY land, where, owin to an insuffi cient knowledge of our system of government, so many imagined that his defeat would result in an immediate repeal of the tariff act wh'ch bears his name. This curio is mistake is not only made bv persons of limited intelligence, but is yravcly related by editors who ought to know better. They will probably assume that l 's election is equivalent to an in dorsement f the new tariff act by the American people, and that as a consequence the McKinley bill will remain the law of the land for some time. Such an inference will le correct, although the free traders i the United States will not he inclined to assent to the correctness of the manner of ar riving at the conclusion. We might ifer from the re u arks of certain English journ?'s that it is the duty of the United States to practice forbearance w ith insi(n'ticant nations like Chili, even though they heap insult up on us and kill O'.ir sai'ors. It wiy be a tine thing to be a great and powcnul nation able to pi act ice f"-rbea-i'vce, but if the fiuit of such a course is the heaping of indignities upon cs which a smaller but more pug-iac'ous nation would promptly resont mighty l:ttle satisfaction will be derived from orr greatness and power. If we have the power we should make Chili ft el it pnd acknowledge it. Force is the only medic" e capable of timing bump tiousness w en it a juies an aggravated foirii, as it has in the case of Clrli. 1'U Ilittl.
