ing that has passed into one of the
world's axioms. To apply this"
prevention in the criminal actions
of human be in 3 is one of the
problems of the day that attracts
attention, sad calls for most earn
est action. The Boston Jour al
says that among the various means
of prevention of vice anl crime, the
associations which discuss iue
lions of prison reform and which
aim to influence legislation in
favor of prison improvements are
useful aids toward piogress. Oi
these, the Howard Association in
England is the most famous.
Formed twenty-tive years a;;o.
' with the chief object of the repres
sion of crime by other means than
mere imprisonment, it has accom
plished a great work for humanity.
A report read at its recent p-inual
meeting gave an interesting sin vey
of progress nude di ':' I he last
quarter of a centvy. Statistics
giving the decrease of prisoners in
England and Wales, notwithstand
ing the increase in population,
were interpreted not as mu'ks of
actual reduction in crime, but
rather as the application of better
methods of dealing with crime
than by mere imprisonment. The
reformatories and industrial
schools are modern institutions
illustrating the improved methods
of dealing with crime and are
much commended by the Howard
Asacnation, for, according to the
report, "it is much better to com
mit juven'le offenders, or neglected
children, to such institutions than
to goal with its lifelong stigma."

system for men as well as boys is
receiving much attention and is
growing more and more into favor
The Howard Association is now
working to obtain a more equitable
observance of the intrinsic diner
ence between crimes against the
person and those aga'iist property.
It advocates the avoidance of
'either a t o rapid cumulation of
sentences or the virtual absence f
any cumulation. The abolition,
or retention, of capital punishim-nt
is an open question among the
members of the Howard Associa-
, tion, but the comm;tt?e have con
tinued to collect and diffuse iifr
mation in this as in'o'her depart
ments of penal and so study.
An interesting feature of the
aesociaticn is its strong religion
feeling. The report draw atten
tion to the dangers of t eculai izin
public institutions and gives at an
example the iocreasa of crime in
France. Although the chief woik
of the association is loci!, it
recommendations are worthy of
notice out of England, since itt
methods are the result of careful
stady and its long coum of useful
ness has made it widely known
an respected.
