A recent number of tba North China Daily Kewa, published at Shanghai, contains a very inter esting and instinctive article on government in China, which ex plains many of the seeming anomaies which have been noticed in connection with the recent as saults on foreigners in different parts of the Chinese empire. The article in question says : Our first impression of the gov ernment of China is that it is an absolute despotism. The emperer is all powerful ; there is no popular representation, practically no press, no right of public meeting. The officials who govern the people bold their posts on the emperor's appointment, and they se re movable at any time if the emperor is dissatisfied with them or pro motes them. There are no elec-1 tive offices in China. All appoint ments are from above. These would seem to be ail the conditions requisite to a perfect autocracy ; but the artio'e referred to, after the prefatory remarks quoted, goes on to eay : On the other nana, among Oriental countries at any rate, their is none more democratic than China. To be successful, to have a good record in Feking, an official must conciliate tha people in his charge, and he must also govorn so justly as to conciliate heaven, for any natu:al calamity ttat occurs in his jurisdiction is ret down to heaven's dissatisfac tion with his rule. But it is most important that he should a eo con ciliate the people -"der him that there should b no popular out breaks. Outside the western.' gate at I'iukiang, prominently in the tight of every official as he nears the wall to enter the city, is a large stone tablet with the legend engraved on it, "it is the duty of the mrndarin keep his people in peace." We are constantly getting evidence that in China the success of the governor depends on the consent of the governed, or, as it haa been epigrammatically ex pressed, "China is an absolutism, tempered by the right of rebell ion." While the people have nothing to say in the appointment of their omciais, iney can make it so unpleasant for an unpopular official that he will be removed, and instances have been known of their forcibly putting him in his official chair and canying him outside the boundary of his juris- uicuon. unpopular exaction are met by strikes, by the traders shutting up their shops until the tax ia removed or modified, some times bv the tax collectors being mobbed and beaten and their books destroyed ; while, unless he is a veiy firm man, the mandarin has too much regard for his record at Peking to punish e.iy one directly. PREVALENCE OF GAMBLING, The article on "The Prevalence of Oambl'ng," which in the Octo ber number of The Forum, is one of the clearest and best explana tions of the almost universal preva lence of gambling that has ap , , . peareu tor many years. It is by Mr. W. B. Curtis, editor of The Spirit of the Times. "It is safe to say," writes Mr. Curtis, "that there never was a time in the history of the world when gambling was so rife among all classes of eople as at present. In fact, many legitimate branches of business are tinged with the hue of speculation ; those persons who do not bet on horse races in stocks, gratify their respective tendencies by dabbling in rural town lots, in mining shares, and in various other so-called business enter prise?, the method of which are really variations of the methods of gambling by the roulette wheel, with twenty eagle birds instead of one. The same cass of men who, in the last century, wagered thou aauds-and hundreds of thousands on the turn of a card or the empty ing of a dice-box, now speculate in the stock produce, or the cotton exchange, and on horse racing, which is at present the greatest of all gambling games." Mr. Curtis, after citing figures to show the vast scale on which bet ting is carried at horse-races and in lotteries, presents some interest ing views on the moral effect of this vice upon those ho indulge in it persistently. a uoiu gambler," he says, "is a great man gone wrong, and gambling is a misdirection of courage and energy and enterprise and of most of those attributes that make men most manly. The same mental qualities that enable a man to await without a treuior the turn ef a card that carries his fortune, or the stock quotation that will make him a beggar, will lead him to face death unflinchingly at the call of glory, of honor, or of duty; will bring him first over the breast works when a forlorn hope saves an army ; and wili nerve him to risk his life for others at the throttle, in the surf, amid flame and smoke, or in a hospital. The Chronicle thinks Australia deserres applause, iler people refused to go and see the brutal pugilist, John L. Sullivan, dis gracing the dramatic profession by making believe to be an actor. The' Australians are fond of sport, but they have too much self re spect to inn after a creature like the wife-beater Sullivan. It is to be hoped that the pecuniary em barrassment the pugilist is now suffering from will continue in definitely, and that he will never be able to raise enough money to pay his passage back to America.
