The amount of money and ma terial that is now uselessly ex pended in war preparations, ia simply enormous, and if expended in matters to make people happy and contented would make a mil leniutn upon earth. A corres pondent in Lond on writing to the New York Times has gathered some statistics upon the subject. He says that during the six years between 1SH2 and 1SS3 the expenditures of the seven great European Kwers on armies and navies amounted to no less than !74 ,000,000. Since 18SS it is tstitu-ted that tha average annual expenditure has increased one lifth. In 1SS2, when, with the ex ception of England's small troubles in Egypt, the whole world was at peace, serious negotiations were begun with a view to the general liearinauient. Such a cause would have been practicable then to a degree to which in no period since it has been even remotely possible, while in the future the question cannot be for a moment enter tained. There can be no thought now of the redaction of the huge garrisons of Europe save by that natural process to which each year has brought us nearer, but had the great nations agreed iu 1332 to be content with one half of the enormjus outl lya, and thus to re duce thisir insurance against war by 50 per cent what would they have saved by the end of lSSS? Ir. round figures France would have been richer by 115,000,000, Ger many by 70,000,000, Austria Hungary by 41,000,0)0, Spain by 2i,.!)J,0i)), England, by 81,000, 00;), K jssia by 114,000,000, and Italy by 11,OJO,000. If the voice of those who advo cated an internationally assured peace had been than listened to, the result would have been a sav in of 178,000,000. But this meaua money saved only. The actual commercial gain must have been indefinitely greater, since by a reduction of men by one half $1, 100,000 Frenchmen, 1,260,000 Ger mans, 572.500 Austrians, and 310, 000 Britous would have been re stored to industrial pursuits, leav ing t'10 rektive strength of armies as lighting machines not in any way altered. Inflections of this character are natural at a t ine when samples of the mighty war engines of two great Nations are lloating side by side in the har mony and friendliness of l'orts mouth Harbor. The dominant strength of Russia seems to be reaching beyond the borders of its own k'ngdom, and to hold a sway over other nations. This is shown in a marked degree in the results of the re :ent visit of the heir to the Kussian crown to Jtpan. It is said that the attack on the CzarowiU aud the expense it entailed cost Japan over $20,000. vVhiit was even more costly wa the humiliation of the Japanese emperor by his Russian visitor. The expense can he made up from the rt Venues, but the royal prestige cannot be restored. The fact that their ruler was made to play the role of a suppliant and a lackey hurt the national pride of Japan. If the drunken spree of a royal scion can cause such a result in a foreign country, it is high time that the royal scion be confined to his own domains.
