The smoke of the Chilean battle fields have cleared away, and the congressional party is in possession of the governmental reins. Some of the successful party among the Chileaas seem to have frown act ually hysterical over the course pursued by the United States gov ernment during the late war there. For example, alter Admirable Brown had witnessed the landing of the congressional troops at Quinterio he returned with the San Francisco to Valpariaso and sent his tlag lieutenant ashore for permission to cable to the navy department. Probably, though, when matters get settled down a little, public opinion may suffer a change, and the Chileans show better sense.
