I East Oregonian : Sc inching st unusual happened Sunday night as to startle the oldest inhabitant, and make him dia without avail in the eravevard of the past to revive the memory of a similar occurrence. It was a frost in Jtilv. H. J.Tavlor says it froze the'surfaee of water in the troughs at his place on Wild Horse, and near Helix potato vines weru nipped and thin ice formed on the icr. Little or no daiuasie was done. People who have lived in the couutry ever since it was a Miintrv. remember no July irost that ever occurred before. Will 'tfc City Conncil ad County Oourt Extcatethe Will of the People and Agree on a Site. N'r.thir.i? wa9 accomplished yes terday toward the settlement of the bridge uuestion. The city council had appointed an adjourned meeting at 1 ;;!0 to arrange lor conference with the county court, I. nt at that time Judue Blackburn and Commissioner Kumbaugh had gone up above Scio to examine a small bridge, which had been washed out. and 7 o'clock was set for the time of the joint meeting The absentees, however, had not returned at 8:30 and the meeting was attain iiostponed until to day The commissioners will meet at 'J o'clock, and it is probable that the defeircd meeting will then be lie.d There has been much unneces sary delav in this bridge matter already. It has been deferred out' month after another until n.ld summer is uiion us, and if it not settled now. there will be no hope of building it this summer and ierhais in much longer treat bodies move slowly, but there is no excuse on the part of rliH eitv council and county board for delaying so important a mat ter until there is danger of it dy ing ilium their hands. These city and county otlieers should rernemlier that they only represent the people, who.-e wishes and interests they should resiect. The people of Albany and the country want and need a bridge across the Willamette, at this city, and their representatives should see that thev get it. This fight over the location would be settled in a summary manner if left to the vote of the people, and if the people's representatives cannot obey the will ot" their cotiidituents, and" laying a-ide personal inter ests, locate the bridge and com mence the long-delayed undertak ing, they should be given an op portunity to rise and explain why they cannot do so. As far as the people are con cerned, they are ready and willing for a site midway between the rival locations to be selected. II their representatives do not wish to violate the trust imposed upon them and are true to thediries of their ollioe, they will aaree upon a site without further delay and commence this important pub lic work. The matter reels in their hands, and upon them must rest public praise or censure, according to their actions to day. As the ques tion stands, it is purely a oiiler ence as to location and style of bridge. The county has otl'ered to pay half the cost at one loca tion, 'and the city at another. Let them them strike a golden mean, unite and bnild the bridge. NEW WHEAT. Harytst HasCcnmenced in the Willamette Valley-Good Priees Offered. It is two early yet for any great stir in the local wheat market. Considerable wheat, however, has- been contracted for in Albany at 75 cents per bushel. The grain crop of ISM, in Linn county, will be over an average yield, and will doubtless he ttie same throughout ttie uiameue valley. A lew fields of grain are already in the shocr, and another week will see harvesting operations well under way. The outlook for farmers in partieu'ar and business in general is certainly promising. A largs crop and good prices are two factors calculated to make brisk trade and thriving times. A REMARKABLE PICNIC. It Was Made tbe Occasi a of a Reunion of S venry-Three Relatives. I'ouu to Stay. Portland is moiirnit g over the aliened fact that tha English soarrow has found its way to that city and Becured a lodgment. Wherever it sets foot it is said to come to slay and is a peifect nuisance. It is thought that it came via California and the South ern Pacific. The Oregon lucllic. A New York dispatch of July S, says : The opposition to the pres ent management of the Oregon Pacific road appointed a committee of the bondholders to reorgnie the road, and to-day the new com mittee issued a statement charg ing that the management issued over 1 1 1 ,W0,0(:0 more bonds than was warranted by the mortgage. The mortgage provides the bonded debt shall bo limited by Jfi'5,000 per mile. So far 140 miles have been constructed, calling for an istte of $2,500,tHIO in bonds. The i-niiinanv. however, issued $15.- lOnO.uOii in bunds, and justifies 1 itself by asserting that the line u hen completed will he 000 miles loi j, and that the bom issue on the system will thrn bo only $2",nH per mile. 'Ihe lands, which were placed at eighty, now have no market value, and the company has a floating debt of fsOO.nuu. As a parting farewell to Mrs. Vllen. a sister of Mis.
