OREGON' PACIFIC TIMETABLE. Arrive Heparin rassentrer... KitUcbt ... It. 13pm liiOpiu ... o.4)nii 7 40 a m L ESS ( V) . Tl! Y I X II A Bl TA X TS The teii'k-ncy of people to tli'sei t rural homes and agricultural lives', for a resilience in the i-ily ami mime other occupation than that of a purely agricultural one, is ap parent by the last censiis. The 'leveIanJ l.eailcr rullates from census luilletins fm-tH in reanl to the situation in the Western state. Of course the.se t-utnli- tionu ilo not yet apply to this coast hut they will follow in due eojrse of lime. It Kii in givm: the population hy counties of the states in the northern central part of the country shows hetter than any tiures yet puhli.heil how general is the decline of purely rural wjpulation in the ohler sec tions of the country and how lai it extends to the westward. In Ohio L'S counties had fewer inhalii tanta last June than in lsso. In diana has L'ti counties that experi- euceu a loss in me same oecaoe. J'.-inois, a state which made an immense gain, as a whole, thank:? to the wonderful growth of Chi cago, has nn fewer than oOcouulieh the population of w hich has de creased since 1SS0. Michigan did not fare so badly, but l here are 1" counties in tha state which lost ground in that decade. KvenWis cousin, away "out West" a few years ago, reports a declining pup illation in 7 counties, and Mm in sula, still further west aid mini more sparsel settled, has co'inties which aro losing ground. Jowa presents perhaps a most re markahle instance of reaction fioin the early period of rapid growth in farming sections. No fewer than 27 of its counties had j Kmaller populat ion last year than in 18S0, and in some of them the loss was as in uch as 111 per cent. .Missouri has grown rapidly, and yet even the state of vast natural advantages has 10 counties which showed a loss of population in the decade end inn last summer. Kan sas lost population in II counties. South l.':ikota in t'., and North lakota in 4. although the Pakotas had fewer inhabitants ten years ago than square miles of territoiy. .lust one state this side of the Kocky Mountain region shows practically uniform gains for the It-it years between the tenth census and the eleventh. Nebraska gained in every county but one, and in i;i counties the increase was muie than 100 per cent. It must not be understood, of course, that in all or a majority of the counties which rejorteil a smaller popula tion last June thin they were credited with ten years before, in dustry and wealth have declined or their general interests suttcred. The use of more machinery and the movement of young men and women from the farms into the cities makes ijiiite possible the cultivation of as much land as ever before the maintenance of social institutions in epite of a decrease in imputation, the falling off being chiefly among children. The end of the dow nward move ment of population must t ie soon in all rural districts in which the land is worth cultivating, and the tide of migration which has beeu settling toward .the Pacific will also tlowiut) the Iish densely Bettled districts of the older sec tions of the country. Then there will Ik a steady, reasonable, and permanent growth wherever natural conditions warrant it. The new immigration act of congress was passed none tooMoou. It does not a (lord all the protection that is desirable, "out it is a step in advance of any restriction that we have hitherto enjoyed. A super intendent of immigration is to be appointed by the president, with inspectors to carry into etlect the existing statutes. The business of the employment agencies which jnd ice thousands of eople tocon e here under promise of employment will be broken up, by the refusal to receive people v ho come in re sponse to thtir advertisements. The character, condition, and means of immigrants w ill be moio carefully scrutinized, and though no one refused who appears likely to become a useful member cf society, the mere adventures, the criminals, and the paupers w ill be excluded. No honest foreign-born person domiciled in this country can reasonably obji'i-t lo this silt ing. The Italians themselves cull not wish to see any further immi gration of I he .Matin society, and those who are struggling for a livelihood among us must realize that their buidens tire made greater by the the admission of those who are liable to become a public burden, or who, ill their contest for employment, forco down the price of labor to the lowest living terms. We have all this element that we can digest. TuritK is not. so much danger to the c u .try, in the fact of the con tiali.ation of great wealth in the bunds of a lew individuals, as theie is in the shaping of condi tions and rules of actions, so that the money making power of the country is entailed within the control of perpetually existing organizations. Where fortunes are not irrevocably entailed from generation to generation, they are juicily dissipated, and form no lasting source of danger, but a p.'ipehril convolution that has the iwiwor to control the earnings of o'hers, as well as shape its own emoluments, and a source of dan ger is inaugurated that is lasting and threatening for obvious reasons. To Kith: is need of active and harmonious woik for the bridge between now and the UJinl, inst., at which time the w hole matter will be linally acted upon by the county court. TiiK number of admissionstothc i'aris Kxpsition of ISS! was L'S, I l'.i.::."i::, a-.id the receipts $s.:i!Hl, 000. The managers of the ('hi cogo Columbian World's Kail ex pect to beat this record. Is Albany iroing to invite the president and party to slop at this cily on their trip through Oregon? If so it should he done soon. HUMPHREYS' M(.
