.Missouri has grown rapidly, and
yet even the state of vast natural
advantages has 10 counties which
showed a loss of population in the
decade end inn last summer. Kan
sas lost population in II counties.
South l.':ikota in t'., and North
lakota in 4. although the Pakotas
had fewer inhabitants ten years
ago than square miles of territoiy.

The use of more machinery and
the movement of young men and
women from the farms into the

cultivation of as much land as

decrease in imputation, the falling
off being chiefly among children.

ment of population must t ie
soon in all rural districts in which
the land is worth cultivating, and
the tide of migration which has
beeu settling toward .the Pacific
will also tlowiut) the Iish densely
Bettled districts of the older sec
tions of the country. Then there
will Ik a steady, reasonable, and
permanent growth wherever
natural conditions warrant it.
The new immigration act of
congress was passed none tooMoou.
It does not a (lord all the protection
that is desirable, "out it is a step in
advance of any restriction that we
have hitherto enjoyed. A super
intendent of immigration is to be
appointed by the president, with
inspectors to carry into etlect the
existing statutes. The business of
the employment agencies which

here under promise of employment
will be broken up, by the refusal
to receive people v ho come in re
sponse to thtir advertisements.
The character, condition, and
means of immigrants w ill be moio
carefully scrutinized, and though
no one refused who appears likely
to become a useful member cf
society, the mere adventures, the
criminals, and the paupers w ill be
excluded. No honest foreign-born
person domiciled in this country
can reasonably obji'i-t lo this silt
ing. The Italians themselves cull
not wish to see any further immi
gration of I he .Matin society, and
those who are struggling for a
livelihood among us must realize
that their buidens tire made
greater by the the admission of
those who are liable to become a
public burden, or who, ill their
contest for employment, forco down
the price of labor to the lowest
living terms. We have all this
element that we can digest.
TuritK is not. so much danger to
the c u .try, in the fact of the con
tiali.ation of great wealth in the
bunds of a lew individuals, as
theie is in the shaping of condi
tions and rules of actions, so that
the money making power of the
country is entailed within the
control of perpetually existing
organizations. Where fortunes
are not irrevocably entailed from
generation to generation, they are
juicily dissipated, and form no
lasting source of danger, but a
p.'ipehril convolution that has the
iwiwor to control the earnings of
o'hers, as well as shape its own
emoluments, and a source of dan
ger is inaugurated that is lasting
and threatening for obvious
reasons.
