This is not a new idea; a great many earnest, philanthropic men and women have urged it in form more or less similar, but it is ne which those w ho are clothed with authority to suggest and i-ecoinmetid the making ol laws liuve ruft often officially expressed witTTso much evident conviction of the good that may lie in it. While there is undoubtedly truth and justice in the view of the question taken, it will be readily seen that in the selection of prison officials it will be neces saiy to find a combination of qualities that will irive the possessors more wisdom than a dozen Solomons possessed, in order to jneet and circumvent the duplicity and guilt that the average criminal will exercise. They refuse to work, and millions have been spent by the govern ment in etiptiortiDg tlieiu in idle ness. If noble red men wish to live, high they should pawn their guns and go to work. Indian or while man cannot indulge in three square meals a day without work, nor can the Indians belter their condition by going to war. They seem determined to do so, however, and a watchful eye will have to be kept .by the war depart ment over their movements to prevent a wholesale massacre of women and children. The selection of Ex-CJovprnor Foster, of Ohio, to succeed Mr. Yindoiu as secretary of ttie treas ury, is a good choice and will so prove. Derogatory comments will not prove his inefficiency and possi bly if the source of the comments is carefully considered it will 'be seen that their animus is the fact. that it ia not demonstrp ted that Foster is wholly and irrevocably goldbug in his belief, and it is feared that he may lean towards a policy for the benefit of the people, and not one that will alone favor the money-i crats of the nation, i w ho want the single gold standard so that they cau the U-tter control it to their own eel fish interests.
