man once sentenced to prison is as

nothing remains to him hut a life
long war against society," This
is bad for society and it is worse
for the man. lie renews the sug
gestion of a remedy from which
good may come that sentences to
prison shall be indeterminate.
In the case of every first otl'cnse
it is recommended that the jury,
having decided upon the verdict of
guilty, the punishment shall begin
at once, but the length of it shall
not be arbitrarily tixed by jury or
judge, but virtually by I he
prisoner himself. That is to say,
if he shows those who are daily
observant of bis conduct, and who
should learn Fomethingof his daily
thought and feeling, that he has
really repented of his oUcnse that
he is earnestly desirous of putting
crime and crimir.:il associations
behind him, and of leading an
honest, useful lite his term i.f
imprisonment should be troha-
tiouary, and, it being ended, he
should lie put in the way of self

couraged to do well and to retrieve

one. This is not a new idea; a
great many earnest, philanthropic
men and women have urged it in
form more or less similar, but it is
ne which those w ho are clothed
with authority to suggest and

of the good that may lie in it.
While there is undoubtedly
truth and justice in the view of
the question taken, it will be
readily seen that in the selection
of prison officials it will be neces
saiy to find a combination of
qualities that will irive the
possessors more wisdom than a
dozen Solomons possessed, in
order to jneet and circumvent the
duplicity and guilt that the average
criminal will exercise.

guns and go to work. Indian or
while man cannot indulge in
three square meals a day without
work, nor can the Indians belter
their condition by going to war.
They seem determined to do so,
however, and a watchful eye will
have to be kept .by the war depart
ment over their movements to
prevent a wholesale massacre of
women and children.

Foster, of Ohio, to succeed Mr.

ury, is a good choice and will so
prove. Derogatory comments will
not prove his inefficiency and possi
bly if the source of the comments
is carefully considered it will 'be
seen that their animus is the fact.

feared that he may lean towards a
policy for the benefit of the people,
and not one that will alone favor
