The recent address of Mr. Theo dore Rooaevelt on "Auiericanism in Politics" has attracted general attention because of its broad national spirit. Mr. Roosevelt is not "native American" or a "know-nothing" iu any narrow partisan sense; but as a man prond of his country and glorting in its greatness he decries, in moat emphatic terms, the pandering to foreign influence that has long been characteristic of American politics, and would banish from political vocabularies all dialinc tioaa oi nationality as applied to party organisations or party votes. Instead of perpetuating a diversi fied nomenclature by which in ap pearance, at least, and too often in fact, the naturalized citizen is mad to play the part of a foreign factor in our politics, he would recognize no element by other than an American title, and pay no court to prejudices of race or religion that imply a want of as similation with American citizen ship. It may require time to bring about this ' thorough homo geneity of sentiment, and it will necessitate an abandonment of old methods of carrying favor or carrying doubtful issues by the politicians, but Bthe tendency of the times is now, more th in ever before, to purify American politics of its un-American characteristics, to measure men and measures solely by an American standard, and to impress upon all intending citizens from abroad that their support of American institutions carries with it the further obliga tioB of conforming as rapidly and completely as possible to Arneri can ideas and usages. Mr. Roose. vslt is undoubtedly right in regard to. this reform, and all good oil iaens, whatever their nationality or place of birth, will agree with him Much as we owe to foreign immi gration for the weal I h it has created, 'or the energy and intelli gence with which it has assisted in developing our resources, fur the contributions it has made to our industrial welfare, it must be re membered that the debt is not all upon one side. It ia to the land of their choice that the naturalized classes owe the trancendent bless ings of civil liberty and self-government, the opportunities of suc cess that elsewhere had been denied them, and the protection of an all-embracing flag, and that they loyally appreciate these facts is amply demonstrated. It is not their fault, but more the fault of the politicians than for mercenary or factious -purposes of their own that they are so often appealed to on the score of race or nativity, and discriminated for or against, as citizens of foreign birth. Tire sooner these distinction are done away with, and American citizen ship alone, without other classifi cations made sole basis of political action, the better for the country and all its inhabitants. Those who imagine that ly the proposed division of Linn county Albany would lose the trade of the new connty should remember that the towns in that district on the line of the Oregon Pacific rail road. Mill City, Gatesville, Hal stead, and other towns, are in Marion county, but the county lino does not prevent the trade from all coming to this city, and the same thing would be true in the-nsw county of Santiam. Tub question of the election of the United States senators by a direct vote of the people is gaining ground ' all over the country. Recent peculiarities regarding the ' election of certain United States senators has caused some discus " sion of the proposition in Washing . ton. This proposition has a strong supporter in Senator Mitchell, of Oregon. THE APPORTIONMENT BILL. The senate of the United -States has passed the apportionment bill just as it came from the house of representatives, that is, fixing the number of representatives at 35G. There were attempts made to gain additional representation for Ar kansas, Minnesota, Missouri and New York, but these were defeated. As the bill will gc to the president it gi ves one more new member of each of the following states : Ala. bama, California, Georgia, Indiana, Iowa, Kentucky, Maine, Maryland, Massachusetts, Oregon, Rhode Island, South Carolina, South Da kota, Texas, Veiniont, Virginia and Wisconsin. There is reason for believing that grave errors were committed in the enumeration under the eleventh census, but it ia probable that they were so evenly distrib u ted as to leave the proportionate representation in congress about right. This generality of distri bution may at least be inferred from the universality of the com plaints of tinder-enumeration,, since there has been hardly a nook or corner of the Union that has not had a grievance. Annexation of Hawaii i beintr agitated just at present, the cable scheme having given the project a new impetus. The annexation ists are talkiug much more freely, and are ready to devote much of their time to demonstrating the advantages which bih-Ii a course possesses. Albany's lire limits should lie more strictly enforced. This city would now enjoy low er fire insur ance rate3had not the authorities allowed a lot of wooden buildings to ! erected within the lire liaiits.
