Kiiht m OXS HAD 11AP.IT. Tlie downfall of many a nollc, worthy and influential man, rnnde traced to the American hahit of treating, a custom that has gained such a foothoM that it poems also Intely impossible to tlisloilge or reform it. Well ami truthfully does a recent writer pay that the custom of t reating is one the of mo-1 pernicious and foolish that ever cursed society, and its abolish ment, if it were practical, would lie one of the greatest of public boons. The custom is said to have originated in the primitive days of the nation, when the settlers had to resort to the mutual help plan, ani when the neighbors gathered for barn-raising or a log rolling the host set 'em up for the boys, and upon similar occasions the compliment was returned, lint, whatever its origin, it is dis tinctively an American custom. In no other country do men stand up to a bar and buy drinks alter nately for each other until both become "tired." Two-thirds of the drinking done, two-thirds of the money spent for drink, two thirds of the resulting wretched ness, are due to the treating sys tem. Men take drink after drink that they do not want, and spend money to pay for drin s for other Ieople, oftentimes men they hard ly know or perhaps dislike. Furthermore, thectistoin, looked a! in the proper way, is degrading and unmanly. It agists in forming ! ad associations, habits of 'l.iling around," and precludes a pcrsoii from his most sacred privilege that ofchoosinghisown associates. 1'eoitle w ho join in thcbocia! drink fehouid be those who are on tlx closest and most intimate relations. There is no hospitality or generos ity in the American treating than there is in the giving of i.n Indian who takes his present bach. Kvery man kf e s a mean little tab in bin 'ead it his fellows, ami the fct ore is kot even all around. 1 tier i is comparatively little folitaiy drink ing among our people. The num ber of men who go to drinking places and buy a drink for them solves alone is comparatively few. Abolish treating and the salooom would lie shorn of three-fourths of their revenue, and their number would lie diminished in the same ratio. It was upon these facts and principles that some years ago a club was formed in Brooklyn with the object of making it discredit able for any gentleman to give or accept a treat. But it accom plised nothing, and was short lived. The custom expensive, absurd, and mischievons as it is has taken too strong a hold to be easily uprooted, and will probably last as long as the saloon. It ia a singular fact that a huge percentage of criminals of the most vicious classes in all countries are possessed with a mania for tattoo ing emblems upon various por tions of the body. SVienti: ts find in this tendency an indication of primitive savagery, centuries of civilization having failed to eradi cate the inclination. It is this same unsubdued savagery which leads the criminals of this class to war against society. This tend ency to tattoo the body is noticed in childhood, and I'ertillion, the famous French inventor of a system of prison measurements, incline;? tattooing in bis list of personal peculiarities of criminals. Chi cago (Jraphic. The apportionment bill has Wen passed by both houses of con gress, and signed by the president. It gives to Ongon two representa tives and also to Washington two representatives. The death of Secretary Windom was so sudden and unexerUd, that it is simply appalling to the entire country. Just at oixEent, the special measures of finance that ' are being agitate d have so much bearing upon the treasury, that tlie secretary becomes one of the most prominent persons in the land, which in addition to the great ability and personal popu larity of Mr. Windom, made him about the most w idely known and highly respected man in the entire nation. It will be hard to Till his place, and his death is an irrepair ableloss to President Harrison. The Idaho legislature is con templating the enactment of a law that will seriously cripple the finances of the ministers and justices who live along the line. It is a marriage license law. Heretofore runaway couples found a veritable Gretna Green in -the domain of Idaho, and those qualified to perform the marriage ceremony reaped a rich harvest from that source. If the legisla ture passes the license law their occupation will be seiiously inter fered with. Tiiep.e is a proposed rediution of wages for iron-workers in Chatanooga, Tenn , which it is said will be resisted by a strike on the part of the laborers, and that they will produce evidence that they are contract laborers brought illegally into this country. The quarrel will probably be com promised but the threat of the laborers bears out the charge so fre quently made that many of these Southern factories evade th con tract labor law. The elections bill has virtually met its defeat in congress, and in all probability the vast majority of the people of the country will be glad that such is the can-. It never was a measure that met any extended approbation at the hands of the people. i:mi t:it:T run high in this city over System Builder as every body is using it for Catarrh of the Stomach, Dyspepsia Constipation, Impure blood and to build up their system.
