It would be possible to remove them only by contininL' the Indians under lock and key in an asylum where they would be fed and clothed ad convicts are. It is true that we have not per formed the promises made in our eaily agreements as to rations, but, however much we are tj 1p blamed for a breach of faith, tl.ere can be no doubt that the cllVct of an ellort to redeem those promises now would be disastrous lo every interest involved in the Indians pijSn-rity. ,u ;o on feeding and clothing llieiu, except o far and s.i long as may be necessaty while they are being settled on lands in severalty, would he a fatal kind ness. It is true that their long list of grievances contains breaches of treaty engagement on our p:ut which, at fust glance, seem shock ing and disgraceful. Since the tieuty of Fort Laramie in 1X51 un til the treaty ol 18S!t we have vio lated the letter of every engage ment made w ilh them, lint it is ditiicult to say how far we have been in the wrong. Often there was no intention of unfaithfulness. There was more delay, and no more than was necessary. Hut the Indians, always impatient and always suspicious, accepted delay as portentous of harm, and before we could act they were on the wa path, killing settlers, stealing cattle and burning houses. I'.ut whatever may be said in ex tenuation of the past, our present duty is plain. We cannot keep up the absurd anomaly of treating with people as an independent nation w ho are of lis, dependent upon na, governed by us and held euhiect to our laws.
